Amends the Unified Code of Corrections. Provides that a condition of parole or mandatory supervised release is that a parolee or releasee convicted of a sex offense requiring registration under the Sex Offender Registration Act, when the victim at the time of the offense was under 15 years of age and the offender committed the sex offense without the consent of the victim, not reside in a home in which a child or children under 18 years of age are living.

Amends the Department of Transportation Law of the Civil Administrative Code of Illinois and the State Finance Act. Grants the Illinois Department of Transportation the power to enter into agreements to make direct grants and low-interest loans to minority-owned businesses, female-owned businesses, and disadvantaged business enterprises certified by the Department for participation on Department-procured construction and construction-related contracts. Provides that grant and loan funds shall be expended, subject to appropriation, from the Working Capital Loan Repayment Fund. Specifies permissible uses of funds and provides that funds may be loaned with or without interest. Provides that the Department shall establish the requirements for eligibility and criteria for grant and loan applications, approved use of funds, amount of loans or grants, interest rates, collateral, and terms. Creates the Working Capital Loan Repayment Fund and provides that the State Comptroller shall order and the State Treasurer shall transfer $10,000,000 from the Road Fund to the Working Capital Loan Repayment Fund.
Creates the Firearms Dealer Security Act. Provides that a federally licensed firearms dealer is required to equip and maintain its premises with an alarm system that includes video surveillance of all doors and windows. Provides that a violation is a petty offense with a fine of $1,000.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that new and used motor vehicle dealers must disclose all known defects relating to a motor vehicle sold for a price of $1,000 or more. Provides that with respect to motor vehicles sold for a price of $3,000 or more, the dealer is responsible for 100% of the repair costs for the repair of power train components for a period of 30 days after delivery.
Appropriates $2,800,000 from the General Revenue Fund to the Board of Higher Education for the Grow Your Own Teacher Education Initiative. Effective July 1, 2011.
Amends the Grow Your Own Teacher Education Act. Deletes language that provides that the goal of the Grow Your Own Teacher Education Initiative is to add 1,000 teachers to low-income, hard-to-staff Illinois schools by 2016. Repeals the Act on January 1, 2017.
Amends the Liquor Control Act of 1934. In language that establishes petition requirements for submitting a petition to place on an election ballot a proposition concerning the prohibition of the sale of alcohol within a designated area or jurisdiction, provides that the applicable percentage of voters is not less than 25% of registered voters who cast a ballot in the last presidential election in the applicable area or jurisdiction (instead of 25% of the legal voters registered to vote in the applicable area or jurisdiction).
Amends the Rental Housing Support Program Act. Makes a technical change in a Section concerning the short title.
Appropriates $9,000,000 to the Department of Commerce and Economic Opportunity from the General Revenue Fund for grants under the Community Youth Employment Act. Effective July 1, 2012.
Appropriates $2 from the General Revenue Fund to the Illinois Housing Development Authority for its FY 13 ordinary and contingent expenses. Effective July 1, 2012.
