FIREARM OWNERS ID-REVOKE

Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police shall revoke for one year the Firearm Owner's Identification Card of a card holder who reports to the local law enforcement agency his or her firearms lost or stolen 3 times within a 2-year period. Provides that any law enforcement agency that has knowledge that a card holder has reported his or her firearms lost or stolen 3 times within a 2-year period shall forthwith forward that information to the Department of State Police. Amends the Criminal Code of 2012. Provides that the sentence for attempt to acquire a firearm by use of a revoked Firearm Owner's Identification Card is a Class 4 felony.

SCH CD-DIRECT INSTRUCTION PROG

Amends the School Code. Subject to appropriation, requires the State Board of Education to create a pilot program in which public elementary schools with 30% or greater mobility rates, as calculated by the State Board, may apply for and be awarded an annual grant to use the Direct Instruction teaching method. Defines "Direct Instruction" as the Direct Instructional System for Teaching Arithmetic and Reading (DISTAR) created in 1977 with a grant from the U.S. Office of Education. Sets forth reporting provisions.

HIGHER ED-AP CREDIT

Amends the College and Career Success for All Students Act. Provides that a student who takes a College Board Advanced Placement examination and receives a score of 3 or higher on the examination is entitled to receive postsecondary level course credit at a public university. Requires each public university to comply with the same standard of awarding course credit to any student receiving a score of 4 or higher on a College Board Advanced Placement examination and applying the credit to meet a corresponding course requirement for degree completion for a particular major at that public university. Amends the Board of Higher Education Act. Provides that the Board of Higher Education shall work with each public university on implementing and communicating the public university's policy for awarding advanced placement credits.

HEALTH CARE COST ESTIMATE ACT

Creates the Health Care Cost Estimate Act. Provides that if a person is provided outpatient services by a medical facility, then before that person is discharged from the medical facility, the medical facility must provide that person with an estimate of his or her out-of-pocket costs for the outpatient services and, if applicable, an estimate of the amount covered by his or her insurance policy. Defines "medical facility" and "outpatient services".

RACIAL IMPACT NOTE ACT

Creates the Racial Impact Note Act. Provides that every bill, the purpose or effect of which amends criminal offenses, criminal procedure, or sentencing provisions under the Criminal Code of 2012, the Code of Criminal Procedure of 1963, the Unified Code of Corrections, the Cannabis Control Act, the Illinois Controlled Substances Act, the Methamphetamine Control and Community Control Act, the Methamphetamine Precursor Control Act, or the Methamphetamine Precursor Tracking Act, shall have prepared for it, before second reading in the house of introduction, a brief explanatory statement or note that shall include a reliable estimate of the anticipated impact on: (i) the number of criminal cases per year the bill will affect; (ii) the members of racial minority groups; (iii) the operations of correctional institutions; and (iv) any other matter the Illinois Department of Corrections considers appropriate. Requires the Illinois Department of Corrections to prepare the note. Contains other related provisions regarding the vote on the necessity of the note, comment or opinion regarding the merits of the legislation included in the note, and appearance of State officials and employees in support or opposition of measure.

VEH CD-PARKING VIOLATION PHOTO

Amends the Illinois Vehicle Code. Requires that service of a parking violation notice shall also require the issuing law enforcement officer or agency to photograph the cited vehicle and nearby signage, if any, showing why the vehicle was issued a parking violation. Provides that the issuing authority may mail the photograph to the address of the registered owner or lessee of the cited vehicle as recorded with the Secretary of State, along with a copy of the notice, within 2 days of the parking violation. Provides that upon issuance of an additional parking violation notice, the issuing law enforcement officer or agency shall mail, to the registered owner or lessee, a photograph of the cited vehicle and nearby signage, if any, showing why the vehicle was issued a parking violation, along with the additional notice.

SCH CD-UNFUNDED MANDATES

Amends the School Code. Provides that school districts need not comply with and may discharge any mandate or requirement placed on school districts by the Code or by administrative rules adopted by the State Board of Education that is unfunded; with exceptions. Provides that before a school district may lawfully discharge an unfunded mandate, it must hold a public hearing on the matter; sets forth requirements concerning the hearing. Requires a school board to report each unfunded mandate it has discharged to the State Board of Education, and requires the State Board to compile and report this information to the General Assembly each year. Repeals a Section of the Code concerning an unfunded mandates prohibition.
