Amends the Property Tax Code. Removes a requirement that taxpayers in a county with 3,000,000 inhabitants must reapply for the Senior Citizens Homestead Exemption on an annual basis.

Amends the Criminal Code of 1961. Provides that beginning 90 days after the effective date of this amendatory Act, it is unlawful for any person within this State to knowingly manufacture, deliver, sell, purchase, or possess or cause to be manufactured, delivered, sold, purchased, or possessed a large capacity ammunition feeding device. Provides that these provisions do not apply to a person who possessed a prohibited weapon, device, or attachment before the effective date of this amendatory Act. Provides that on or after the effective date of this amendatory Act, such person may transfer such device only to an heir, an individual residing in another state maintaining that device in another state, or a dealer licensed as a federal firearms dealer. Specifies penalties for violations. Provides exemptions. Provides that the provisions of the Act are severable. Effective immediately.
Amends the Criminal Code of 1961. Changes the name of the offenses of criminal street gang recruitment on school grounds or public property adjacent to school grounds to criminal street gang recruitment on school grounds, public property adjacent to school grounds, or park district property. Includes in the offense criminal street gang recruitment on park district property.
Amends the Military Code of Illinois and the Service Member's Employment Tenure Act. Provides that a person in military service enrolled in any Illinois public university, college, or community college who is unable, due to being placed into a period of military service, to attend classes or submit coursework shall not receive a failing grade for examinations or coursework missed during his or her military service. Provides that the faculty and administrative officials of the higher education institution shall make available to the person an equivalent opportunity to make up any examination or coursework he or she may have missed due to his or her military service.
Creates the Local Government and School District Consolidation Task Force. Requires that the Task Force prepare and issue a report to the Governor and the General Assembly by January 1, 2012, recommending the best procedure and governmental structure for consolidating units of local government, school districts, and library districts.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title.
Amends provisions of the Liquor Control Act of 1934 prohibiting the sale or furnishing of alcohol to, and the possession of alcohol by, persons under the age of 21. Deletes language prohibiting a parent or guardian from knowingly permitting his or her residence to be used by an invitee of the parent's child or the guardian's ward, if the invitee is underage, in a manner that constitutes a violation of those provisions. Makes changes in language making it a Class A misdemeanor for a person to permit a gathering at a residence where an underage person possesses or consumes alcohol by: extending the prohibition to include private property, public places, or premises under the person's control; providing that the offense is committed if the person reasonably should know that an underage person is possessing or consuming alcohol; deleting language requiring the person to know that the underage person leaves the residence in an intoxicated condition; requiring a fine of not less than $500; making a violation a Class 4 felony if the violation directly or indirectly results in great bodily harm or death to any person; creating an exception for specified religious activities; and providing that a person does not commit a violation if he or she requests assistance from law enforcement to remove any person who refuses to abide by the person's performance of his or her duties or requests assistance from law enforcement to terminate the gathering because the person has been unable to prevent underage persons from consuming alcohol despite having taken all reasonable steps to do so and this assistance is requested before any other person makes a formal complaint to law enforcement about the gathering. Makes other changes.
Amends the Property Tax Code. Includes disabled persons within the provisions granting an assessment freeze homestead exemption to senior citizens. Changes the name to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption (now Senior Citizens Assessment Freeze Homestead Exemption). Effective immediately.
Amends the Veterans' Employment Act. Makes a technical change in a Section concerning the short title.
