PEN CD-NEW HIRE-SALARY

Amends the Illinois Pension Code. Provides that if the amount of earnings of a participant or member of the specified pension systems or retirement funds exceeds the amount of his or her earnings with the same employer for the previous plan year by more than 12%, then that portion of the increase of salary in excess of 12% shall not be included in the calculation of any of the following, as is applicable: final average salary, highest average annual salary for any 4 consecutive years within the last 10 years of service immediately preceding the date of withdrawal, average final salary, final average compensation, or average salary. Effective July 1, 2011.

CRIM PRO&DOM VIOLENCE-ORDERS

Amends the Code of Criminal Procedure of 1963 and the Illinois Domestic Violence Act of 1986. Provides that a plenary order of protection shall be automatically extended by the court for an additional 2-year period from the time the order would have otherwise expired, upon a determination by the court by a preponderance of the evidence that the respondent has violated the order.

LEGISLATURE-OFFICER LIMITS

Proposes to amend The Legislature Article of the Illinois Constitution. Limits a person's total service in the office of Speaker of the House of Representatives, President of the Senate, Minority Leader of the House, or Minority Leader of the Senate to a total of 14 years. Effective upon being declared adopted and applies to service on or after the second Wednesday in January, 2015.

CRIM CD-SEX OFFENDERS-FAIRS

Amends the Criminal Code of 1961. Provides that it is a Class 4 felony for a child sex offender to knowingly operate, manage, be employed by, or be associated with any local fair when persons under 18 years of age are present. Defines "local fair" as an event that is staged by a local municipality in which people gather to trade or display goods. Effective immediately.

WASTE-STYROFOAM-CAPITOL/FAIRS

Amends the Illinois Solid Waste Management Act. Provides that any person who sells or commercially distributes any styrofoam-containing food or beverage container at the State fairgrounds or the Capitol complex commits a business offense punishable by a fine of $100. Defines "State fairgrounds" and "Capitol complex". Effective immediately.

UNEMPLOY INS-SELF-EMPLOYMENT

Amends the Unemployment Insurance Act. Authorizes the Department of Employment Security to implement a pilot program to participate in the federal Self-Employment Assistance Program. Defines terms. Provides exceptions to the requirements relating to registering for work and reporting to an employment office. Effective immediately.

OIL & GAS ACT-SHALE-FRACKING

Amends the Illinois Oil and Gas Act. Provides that the Director of Natural Resources shall adopt rules that require, prior to such hydraulic fracturing, the owner or operator to perform a suitable mechanical integrity test of the casing or of the casing-tubing annulus or other mechanical integrity test methods using procedures that are established by administrative rule. Provides that each owner or operator that begins extracting natural gas from shale shall report to the Department specified information within 30 days after the completion of all stages of the hydraulic fracturing stimulation. Requires that the owner or operator shall post the chemical disclosure information on certain specified websites. Provides that the owner or operator shall provide information to the Director as to the amounts, handling, and, if necessary, disposal at an identified appropriate disposal facility, or reuse of the well stimulation fluid load recovered during flow back, swabbing, or recovery from production facility vessels. Provides that the storage of the well stimulation fluid load shall be protective of an underground source of drinking water by the use of either tanks or lined pits. Provides that nothing in the provision shall be construed to require or allow disclosure of trade secrets or commercial information that is exempt from inspection or copying when provided to the Department together with a claim made pursuant to the Freedom of Information Act that such information is proprietary, privileged, or confidential and that disclosure may cause competitive harm to the person or business. Provides that the provision only applies to the extraction of natural gas from shale.

PLUMBING-RAINWATER SYSTEMS

Amends the Illinois Plumbing License Law. Provides that "plumbing" includes rainwater harvesting distribution systems, but does not include any rainwater harvesting distribution system or rainwater harvesting collection system unless otherwise required by the Illinois Plumbing Code. Requires the Illinois Department of Public Health to adopt and publish a minimum code of standards for rainwater harvesting collection systems and rainwater harvesting distribution systems by January 1, 2012. Requires rainwater harvesting collection systems and rainwater harvesting distribution systems to be (A) used only for non-potable uses and (B) constructed in accordance with the Illinois Plumbing Code. Defines "rainwater harvesting collection system" and "rainwater harvesting distribution system". Effective immediately.

INS CD - GLUCOSE MONITORS

Amends the Illinois Insurance Code. In provisions concerning coverage for diabetes self-management training and education, provides for coverage for test strips for glucose monitors as durable medical equipment rather than as pharmaceuticals and supplies. Effective immediately.
