JUVENILE RECORDS-RELEASE

Amends the School Code and the Juvenile Court Act of 1987. Provides that the inspection and copying of law enforcement records maintained by law enforcement agencies that relate to a minor who has been arrested or taken into custody before his or her 17th birthday may be released to appropriate school officials by a local law enforcement agency under a reciprocal reporting system established and maintained between the school district and the local law enforcement agency concerning a minor enrolled in a school within the school district who is the subject of a police investigation, or has been arrested or taken into custody for an offense classified as a felony or a Class A or B misdemeanor. Provides that the information derived from the law enforcement records shall be kept separate from and shall not become a part of the official school record of that child and shall not be a public record. Provides that the information shall be used solely by the appropriate school official or officials to aid in the proper rehabilitation of the child and to protect the safety of students and employees in the school.

CRIM CD-DEATH-MISSING CHILD

Amends the Criminal Code of 1961. Provides that a parent, legal guardian, or caretaker of a child in his or her care who is 12 years of age or younger commits a Class 3 felony when he or she fails to notify a law enforcement agency in a timely manner of the child's disappearance and: (1) knows that the child is missing; and (2) knows or reasonably should know that the child is potentially in danger of death or serious injury. Provides that it is the duty of a parent, legal guardian, or caretaker of a minor child who becomes aware of the death of the minor child occurring under specified circumstances to report such death and circumstances forthwith to the county medical examiner or county coroner in the county where the parent, caretaker, or guardian believes the death of the minor child is most likely to have occurred. Provides that any such parent, legal guardian, or caretaker who knowingly fails or refuses to report such death and circumstances, who refuses to make available prior medical or other information pertinent to the death investigation, or who, without an order from the office of the county medical examiner or county coroner, willfully touches, removes, or disturbs the body, clothing, or any other thing on or near the body with the intent to alter the evidence or circumstances surrounding the death commits a Class 3 felony. Effective immediately.

INTERNET DATING SAFETY ACT

Creates the Internet Dating Safety Act. Requires Internet dating services offering services to Illinois members to provide a safety awareness notification to all Illinois members. Provides that if an Internet dating service does not conduct criminal background screenings on its members, the service shall disclose, clearly and conspicuously, to all Illinois members that the Internet dating service does not conduct criminal background screenings. Provides that an Internet service provider does not violate the Act solely as a result of serving as an intermediary for the transmission of electronic messages between members of an Internet dating service. Provides that the Attorney General, pursuant to the Illinois Administrative Procedure Act, shall adopt rules and regulations to effectuate the purposes of the Act. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act for an Internet dating service to fail to provide notice or falsely indicate that it has performed criminal background screenings in accordance with the Internet Dating Safety Act. Effective immediately.

LIQUOR - UNDERAGE DRINKING

Amends the Liquor Control Act of 1934. Provides that any person shall be guilty of a Class A misdemeanor where he or she permits, allows, or hosts a gathering of 2 or more persons at a residence which he or she occupies or any other private property, public place, or premises under his or her control where any one or more of the persons is under 21 years of age and (1) the person occupying the residence or controlling the private property, public place, or premises knows or reasonably should know that any such person under the age of 21 is in possession of or is consuming any alcoholic beverage; and (2) the possession or consumption of the alcohol by the person under 21 is not otherwise permitted by the Act. Provides that in addition to being guilty of a Class A misdemeanor, the sentence of any person who violates the provisions of the amendatory Act shall include, but shall not be limited to, a fine of not less than $500. Provides that where the violation directly or indirectly results in great bodily harm or death to any person, the person who committed the violation shall be guilty of a Class 4 felony. Provides that a person shall not be in violation of the provisions of the amendatory Act if (A) he or she requests assistance from the police department or other law enforcement agency to either (i) remove any person who refuses to abide by the person's performance of the duties imposed by the amendatory Act or (ii) terminate the gathering because the person has been unable to prevent persons under the age of 21 years from consuming alcohol despite having taken all reasonable steps to do so and (B) this assistance is requested before any other person makes a formal complaint to the police department or other law enforcement agency about the gathering. Makes other changes.

VEH CD-DUI FUND:USE OF MONEYS

Amends the Illinois Vehicle Code. Provides that moneys in the State Police DUI Fund and the Secretary of State Police DUI Fund shall be used for enforcement and prevention of driving while under the influence of alcohol, other drug or drugs, intoxicating compound or compounds or any combination thereof, including but not limited to the purchase of law enforcement equipment and commodities that will assist in the prevention of alcohol related criminal violence throughout the State; police officer training and education in areas related to alcohol related crime, including but not limited to DUI training; and police officer salaries, including but not limited to salaries for hire back funding for safety checkpoints, saturation patrols, and liquor store sting operations.

MUNI/COUNTIES CD-TAX SHARING

Amends the Freedom of Information Act. Provides that tax revenue sharing agreements and reports are public records. Amends the Retailers' Occupation Tax Act. Requires that retailers file with the Department of Revenue a return stating the amount of any retailers' occupation tax share, rebate, or refund anticipated to be received pursuant to any tax revenue sharing agreement, the governmental entity from which the rebate or refund is anticipated, whether the tax revenue sharing agreement is directly with the governmental entity or with an intermediary, and, if applicable, the identity of the intermediary through which any tax revenue sharing agreement will be administered. Amends the Counties Code and the Illinois Municipal Code. Provides that a county or municipality, as applicable, may enter into a tax revenue sharing agreement. Defines "tax revenue sharing agreement". Sets forth requirements concerning reports. Limits home rule powers. Amends the State Mandates Act to require implementation without reimbursement.

CHILD-SUPPORT-SELF-EMPLOYED

Amends the Illinois Public Aid Code, the Illinois Marriage and Dissolution of Marriage Act, the Non-Support Punishment Act, and the Illinois Parentage Act. Provides that if a person who is found guilty of contempt for failure to pay support conducts a business or is self-employed, the court may in addition to other penalties provided by law order the person to do one or more of the following: (i) provide monthly financial statements from the business or the self-employment; (ii) seek employment and report to the court information about his or her employment search; or (iii) report to the Department of Employment Security for job search services to find employment that will be subject to child support withholding. Effective January 1, 2013.

ROOF LIC-PHOTO ID-PERMIT APP

Amends the Illinois Roofing Industry Licensing Act. Provides that a building permit applicant must present a government-issued photo identification along with the building permit application and the official issuing the building permit shall maintain a copy of the photo identification in the building permit file. Effective immediately.

PROP TX-INSTALLMENT DATE

Amends the Property Tax Code. Provides that all property upon which the first installment of taxes remains unpaid on the first installment date (now, June 1) shall be deemed delinquent and shall bear interest after the first installment date (now, June 1). Provides that all property upon which the second installment of taxes remains due and unpaid on the second installment date (now, September 1) shall be deemed delinquent and shall bear interest after the second installment date (now, September 1). Effective immediately.
