Amends the Criminal Code of 1961. Provides that it is a Class B misdemeanor for any person knowingly to sell, give, possess, use, or otherwise distribute or possess with the intent to sell, give, or distribute software that is primarily designed or produced for the purpose of interfering with the operations of any person or entity that sells, over the Internet, tickets of admission to a sporting event, theater, musical performance, or place of public entertainment or amusement of any kind by circumventing any security measures on the ticket seller's website, circumventing any access control systems of the ticket seller's website, or circumventing any controls or measures that are instituted by the ticket seller on its website to ensure an equitable ticket buying process.

Amends the Public Utilities Act. Makes a technical change in a Section concerning reliability requirements for electric utilities and alternative retail electric suppliers.
Amends the State Finance Act. Deletes a provision providing that the State Comptroller shall direct and the State Treasurer shall transfer $1,000,000 from the Open Space Lands Acquisition and Development Fund to the Conservation 2000 Fund. Exempts monies in the Open Space Lands Acquisition and Development Fund and the Natural Areas Acquisition Fund from being transferred to the General Revenue Fund. Amends the Open Space Lands Acquisition and Development Act. Provides that the Department of Natural Resources shall make grants from specified funds to local governments as financial assistance, provided that 50% of each grant shall be paid within 60 days after its award and additional payments shall be made on a reimbursement basis, for specified projects. Provides that no more than one acquisition grant and 2 development grants shall be made to a single recipient during a fiscal year under the Act. Provides that a local government that the Department determines to be distressed is eligible for up to 90% State funding assistance if no more than 10% of the amount so appropriated in any fiscal year under this Act is made available for "distressed" local governments. Provides that maximum grant thresholds for acquisition and development must be increased in accordance with the Consumer Price Index-U on an annual basis. Defines "Consumer Price Index-U". Effective immediately.
Amends the Radon Industry Licensing Act. Makes a technical change to the Section concerning the short title of the Act.
Creates the Illinois Clean Car Act. Provides that the Environmental Protection Agency shall propose and the Pollution Control Board shall establish by rule a Clean Car Program that is (i) authorized by Section 177 of the federal Clean Air Act, and (ii) applicable to vehicles of the 2011 model year and every subsequent model year. Provides that the Agency shall establish new motor vehicle emission standards and compliance requirements for vehicles under the Program. Provides that the Agency may work in collaboration with other states in developing the Program. Provides that the Secretary of State shall not, with certain exceptions, register or issue a title for a new motor vehicle that is subject to the provisions of this Act if the motor vehicle is not in compliance with the provisions of this Act or any rule adopted under this Act. Provides that the Secretary of State, in consultation with the Agency, shall adopt rules to prohibit the transfer of new motor vehicles or new motor vehicle engines that are not in compliance with the provisions of this Act. Effective immediately.
Directs the Auditor General to conduct a management audit of the Open Space Lands Acquisition and Development program.
Creates the Cancer Drug Repository Program Act. Requires the Department of Public Health to establish a cancer drug repository program, under which any person may donate a cancer drug or supplies needed to administer a cancer drug for use by an individual who meets eligibility criteria specified by the Department. Sets forth requirements that cancer drugs or supplies must meet in order to be accepted and dispensed under the program. Provides that no drugs or supplies donated under the cancer drug repository program may be resold. Provides that nothing in the Act requires that a medical facility, pharmacy, pharmacist, or practitioner participate in the cancer drug repository program. Provides for civil and criminal immunity for drug and supply manufacturers and individuals in relation to the donation, acceptance, or dispensing of cancer drugs or supplies under the cancer drug repository program. Requires the Department to adopt certain rules to implement the cancer drug repository program. Amends the Pharmacy Practice Act of 1987, the Wholesale Drug Distribution Licensing Act, the Senior Pharmaceutical Assistance Act, the Illinois Food, Drug and Cosmetic Act, the Illinois Controlled Substances Act, and the Cannabis and Controlled Substances Tort Claims Act to provide that persons engaged in donating or accepting, or packaging, repackaging, or labeling, prescription drugs to the extent permitted or required under the Cancer Drug Repository Program Act are exempt from provisions of those other Acts that might prohibit or otherwise regulate such activity.
Amends the Renewable Energy, Energy Efficiency, and Coal Resources Development Law of 1997. Makes a technical change in Section concerning legislative findings.
Creates the Illinois Diesel Emissions Reduction Act. Creates the Illinois Diesel Emissions Reduction Funding Program and the Diesel Emissions Reduction Fund. Provides that moneys in the Fund shall be used only to implement the Funding Program. Requires the collection of a surcharge on the retail sale or lease of certain diesel vehicles that are of a model year 2006 or earlier and are not equipped with Level 3 Controls. Requires a similar surcharge on the registration of certain diesel vehicles. Requires IEPA, in consultation with the Department of Revenue and after notice and public comment, to promulgate rules to establish and implement the Diesel Emissions Reduction Funding Program. Sets out guidelines for the administration of the Diesel Emissions Reduction Funding Program and the corresponding grant and rebate programs. Provides that IEPA may seek injunctive relief in any court of competent jurisdiction to enforce any provision of the Funding Program. Effective immediately.
Amends the Illinois Insurance Code. Provides that an employee or member or the eligible dependent of an employee or member is eligible for continuing coverage under a group insurance policy for up to 12 months (instead of 9 months) after the date the employee's or member's insurance under the policy would otherwise have terminated because of termination of employment or membership or reduction in hours below the minimum required by the group plan. Provides that the employer must give written notice of the employee's option to elect continuation coverage directly to the employee or send the notice to the employee via certified mail within 10 days after the employee's termination or reduction in hours below the minimum required by the group plan. Provides that an employee or member who wishes continuation of coverage must request such continuation in writing within the 30 day (instead of ten-day) period following the later of: (i) the date of such termination or reduction in hours below the minimum required by the group plan, or (ii) the date the employee is given written notice of the right of continuation by either the employer or the group policyholder. Provides that the written notice provided to an employee must include an explanation that his or her option for continuation coverage will expire within the 30 day period following the later of (i) the date of such termination of employment or reduction in hours below the minimum required by the group plan, or (ii) the date the employee is given written notice of the right of continuation by either the employer or group policyholder. Provides that any employer who fails to provide the notice required in the provision is guilty of a petty offense and shall be fined $500. Effective immediately.
