Amends the Cook County Forest Preserve District Act. Provides that, beginning with the general election held in 2014, the commissioners of the Forest Preserve District of Cook County shall be elected from 3 specified election districts. Provides the election procedures and terms of office for the 9 commissioners. Provides that the president, with the advice and consent of the board of commissioners, must appoint a general superintendent. Provides that the general superintendent is the chief administrative officer of the district. Amends the Election Code. Provides that, at the general election in the appropriate even-numbered years, the offices of commissioner of the Forest Preserve District of Cook County shall be filled. Contains other provisions. Effective immediately.

Amends the School Code. Makes a technical change in a Section concerning the State Board of Education.
Amends the Public Utilities Act. Provides that certain electric utilities in Illinois shall procure energy efficiency products (in addition to power and energy) for its eligible retail customers in accordance with the applicable provisions of the Act and the Illinois Power Agency Act. Provides that for non-eligible retail customers the utility shall procure any supply requirements, including energy efficiency products, in the applicable markets as needed to serve those customers. Provides that a proposed procurement plan shall include the proposed energy efficiency products for which contracts will be executed during the next year. Further provides that cost effective energy efficiency measures shall be procured whenever the cost is lower than procuring comparable capacity products, supply products, or both, provided that certain conditions are met by the energy efficiency products. Provides that the Illinois Power Agency's procurement plan shall identify energy efficiency products to be procured. Provides that an electric utility shall recover its costs incurred in procuring energy efficiency products. Makes other changes.
Amends the Counties Code and Illinois Municipal Code to provide that if a county or municipality offers a 457(b) plan to its officers, employees, or both, or makes contributions to such a plan on behalf of its officers, employees, or both, then that county or municipality, and the persons acting under its authority, must act in accordance with the prudent investor rule when making plan-related decisions. Limits the concurrent exercise of home rule powers. Amends the School Code to provide that if a school board other than the Chicago Board of Education offers a 403(b) or 457(b) plan to its officers, employees, or both, or makes contributions to such a plan on behalf of its officers, employees, or both, then that school board, and the persons acting under its authority, must act in accordance with the prudent investor rule when making plan-related decisions. Amends the State Mandates Act to require implementation without reimbursement.
Creates the Toxic Chemical Safety Act. Requires the Director of the Illinois Environmental Protection Agency to publish a list of chemicals of high concern. Authorizes the Director to designate chemicals of high concern and other chemicals as priority chemicals. Requires the Director to report certain information about the designation process to the General Assembly. Requires each manufacturer and distributor of children's products that contain designated chemicals to provide certain information to the Director. Authorizes the Director, under certain circumstances, to prohibit, by rule, the sale and distribution of children's products containing a priority chemical. Requires manufacturers and distributors whose products are subject to one of these rules to file a compliance plan. Authorizes manufacturers and distributors to apply for, and the Director to grant, waivers from these rules. Exempts certain classes of chemicals, persons, and containers. Authorizes the Director to participate in an interstate clearinghouse to promote chemical safety. Authorizes the Director to request certificates of compliance from manufacturers and distributors. Requires the Director to develop certain educational materials. Creates the Advisory Council on Toxic Substances to provide expert and scientific advice to the Director. Authorizes the Director to adopt rules necessary to implement these provisions. Effective immediately.
Amends the Cook County Article of the Illinois Pension Code. Defines the term "earned annuity". Effective immediately.
Amends the Condominium Property Act. Provides for an escrow account to be established prior to the conveyance of title to the first unit for the benefit of the unit owners' association to pay for any necessary corrections in the common areas. Provides that all sales contracts for the first-time sale of any condominium unit shall contain express warranties concerning common elements and systems and the individual unit's mechanical equipment. Provides that permissible warranty exclusions are damage caused by acts of unauthorized third parties; acts of God and accidents; normal wear and tear; normal deterioration; and ordinary maintenance and repairs. Provides that the person or entity providing the warranty shall have the option to repair or replace warranted systems or elements, or to pay for the repair or replacement, provided existing manufacturers' warranties were first enforced. Provides that the person or entity issuing the warranty shall set up escrows or other appropriate security to provide security for the warranties. Provides that the escrow accounts or other appropriate security shall be in an amount constituting 1% of the sales price of each unit sold and shall be in a combined joint fund available for both common element warranty work and unit warranty work.
Amends the Condominium Property Act. Provides that the bylaws of an association shall provide that a unit owner may not vote by proxy in a board officer election, but may vote by mail. Makes related changes.
Amends the School Code. Makes a technical change in a Section concerning recomputation of State aid claims.
Amends the Condominium Property Act. Provides that the powers and duties of the board of managers of an association shall include inspecting the common elements for the presence of pests and, if necessary, controlling pests in the common elements.
