Amends the Chicago State University Law and the Illinois State University Law. On January 1, 2012, transfers the Illinois Institute for Entrepreneurship Education from Illinois State University to Chicago State University; makes related changes.

Amends the Township Code. Makes a technical change in a Section concerning the use of terms.
Amends the Election Code. Makes a technical change in a Section concerning expenses of conducting a primary election.
Amends the Open Space Lands Acquisition and Development Act. Provides that at least 50% of any grant made to a local government under the Act must be paid to the local government at the time the Department of Natural Resources awards the grant and the remainder to be distributed quarterly on a reimbursement basis. Effective immediately.
Creates the Condominium Ombudsperson Act and amends the State Finance Act. Creates the Office of the Condominium Ombudsperson in the Office of the Attorney General under the supervision and control of the Attorney General. Provides that the Ombudsperson shall offer training and educational materials and courses to condominium unit owners, condominium associations, and boards of managers in subjects relevant to the operation and management of condominium property and the rights and duties of a unit owner or unit owners' association. Requires the Ombudsperson to maintain a statewide toll-free telephone number, maintain information on the Attorney General's website, and provide information or assistance on matters relating to condominium property. Requires the Attorney General, based upon Ombudsperson recommendations, to report annually to the General Assembly. Provides that every condominium unit owners' association shall pay an annual fee to the Ombudsperson to cover the administration of the Act. Creates the Condominium Ombudsperson Fund as a special fund in the State treasury, to consist of fees received by the Ombudsperson, to be used exclusively for expenditures necessary for the proper administration of the Act. Repeals the Act on July 1, 2014. Effective July 1, 2011.
Amends the Illinois Oil and Gas Act. Provides that the Director of Natural Resources shall adopt rules that require, prior to such hydraulic fracturing, the owner or operator to perform a suitable mechanical integrity test of the casing or of the casing-tubing annulus or other mechanical integrity test methods using procedures that are established by administrative rule. Provides that each owner or operator that begins extracting natural gas from shale shall report to the Department specified information within 30 days after the completion of all stages of the hydraulic fracturing stimulation. Requires that the owner or operator shall post the chemical disclosure information on certain specified websites. Provides that the owner or operator shall provide information to the Director as to the amounts, handling, and, if necessary, disposal at an identified appropriate disposal facility, or reuse of the well stimulation fluid load recovered during flow back, swabbing, or recovery from production facility vessels. Provides that the storage of the well stimulation fluid load shall be protective of an underground source of drinking water by the use of either tanks or lined pits. Provides that nothing in the provision shall be construed to require or allow disclosure of trade secrets or commercial information that is exempt from inspection or copying when provided to the Department together with a claim made pursuant to the Freedom of Information Act that such information is proprietary, privileged, or confidential and that disclosure may cause competitive harm to the person or business. Provides that the provision only applies to the extraction of natural gas from shale.
Amends the Public Conveyance Notice Act. Provides that notice requirements under the Act shall also apply to all passenger conveyances used or operated by the Commuter Rail Division.
Amends the General Provision, General Assembly, State Employee, State Universities, and Downstate Teachers Articles of the Illinois Pension Code. Provides that Tier I employees and Tier I retirees must make an irrevocable election either: (1) to accept changes in eligibility for, and the amount of, automatic annual increases in retirement annuity or (2) to avoid those changes. Provides that a person who elects the first choice may have any future increases in income included as compensation and is entitled to certain healthcare benefits. Provides that a person who elects the second choice forgoes those benefits. Prohibits departments from offering to a person who elects the second choice any future increase in income in a form that would constitute compensation. Requires the System to provide information describing the consequences of making the election. Provides that, for an employee who first becomes a participant on or after the effective date of the amendatory Act, "compensation" does not include any payments for travel vouchers that are submitted late. Defines "future increase in income", "Tier I employee", and "Tier I retiree". Amends the State Finance Act. To the list of standardized items of appropriation, adds "State retirement contribution for annual normal cost" and "State retirement contribution for unfunded accrued liability". Defines those terms. Amends the Governor's Office of Management and Budget Act. Adds those terms to a list of classifications to be used in statements and estimates of expenditures submitted to the Office in connection with the preparation of a State budget. Amends the Illinois Public Labor Relations Act and other Acts to make related changes. Makes other changes. Effective immediately.
Amends the Code of Civil Procedure. Provides that the mortgagee, judgment creditor, or other lien holder shall furnish the confirmation order to the last-known insurer of a residential building in writing by first-class mail after the mortgagee, judgment creditor, or lien holder becomes the mortgagee-in-possession. Provides that the failure to send or receive a copy of the order does not affect the rights of the mortgagee or purchaser or affect the foreclosure proceedings. Makes other changes. Effective January 1, 2012.
Amends provisions of the Code of Civil Procedure requiring a copy of a notice of foreclosure of residential real estate or a copy of a confirmation order after a confirmation of sale of residential real estate following a foreclosure to be sent by a party seeking foreclosure to the municipality or county where the mortgaged real estate is located and to the known insurers. Provides that if the municipality or county has not posted an address to which the notice of foreclosure or copy of a confirmation order must be sent, the notice of foreclosure or copy of a confirmation order must be sent to the chairperson of the county board or county clerk, mayor or city clerk, president of the board of trustees or village clerk, or president or town clerk (rather than sent in accordance with specified provisions of the Code). If the real estate is located in a city with a population of more than 2,000,000, also requires a notice of foreclosure or copy of a confirmation order to be sent to the city clerk, requires an affidavit attesting that the notice of foreclosure or copy of a confirmation order was sent, requires the city clerk to send a copy of a notice of foreclosure to the alderman for the ward in which the real estate is located, provides for dismissal of a complaint or counterclaim without prejudice if the requirements regarding a notice of foreclosure are not met, and adds notice requirements when a party refiles the complaint or counterclaim after a dismissal. Makes other changes.
