Amends the Illinois Public Labor Relations Act. Requires public safety arbitration panels to base their findings, opinions, and orders upon, among other things, the financial ability of the unit of government to meet the costs "directly related to the subject of the arbitration". Authorizes a circuit court to overturn a public safety arbitration panel's order if the panel was inconsistent in its decision-making when producing the order. Provides that if a collective bargaining unit wants to initiate an arbitration procedure and the elected representatives of that unit do not request arbitration on behalf of the unit, then the members of that unit may petition the Illinois Labor Relations Board for review. Provides that if the Board determines that the petition is a qualified petition, then it shall notify the employer and the elected representatives of the collective bargaining unit that it recommends that the petitioned issue be submitted to arbitration. Makes it a Class B misdemeanor for the elected representative of a collective bargaining unit to intentionally fail to submit a qualified petition to arbitration. Defines "qualified petition". Effective immediately.
Amends the Condominium Property Act. Provides that the bylaws of an association shall provide that a unit owner may not vote by proxy in a board officer election, but may vote by mail. Makes related changes.
Amends the Illinois Vehicle Code. Removes language providing that certain multiple offenders shall not be eligible for the issuance of a restricted driving permit. Provides that the Secretary of State may not issue a restricted driving permit, until a period of one year after the date of the most recent revocation, to any person whose current revocation is the result of a second or third (instead of second or subsequent) conviction for driving under the influence or involuntary manslaughter or reckless homicide where the use of alcohol or other drugs is recited as an element of the offense. Provides that the Secretary may not issue a restricted driving permit to any person whose current revocation is the result of a fourth or subsequent conviction for driving under the influence or involuntary manslaughter or reckless homicide where the use of alcohol or other drugs is recited as an element of the offense, or any combination of those offenses, until the expiration of at least 3 years from the date of revocation. Removes language providing that a person may not make application for a license if convicted of committing a fourth or subsequent violation of driving under the influence, fleeing from a motor vehicle accident involving death or personal injuries, involuntary manslaughter or reckless homicide, or a combination of those offenses.
Creates the Condominium Ombudsperson Act and amends the State Finance Act. Creates the Office of the Condominium Ombudsperson in the Office of the Attorney General under the supervision and control of the Attorney General. Provides that the Ombudsperson shall offer training and educational materials and courses to condominium unit owners, condominium associations, and boards of managers in subjects relevant to the operation and management of condominium property and the rights and duties of a unit owner or unit owners' association. Requires the Ombudsperson to maintain a statewide toll-free telephone number, maintain information on the Attorney General's website, and provide information or assistance on matters relating to condominium property. Requires the Attorney General, based upon Ombudsperson recommendations, to report annually to the General Assembly. Provides that every condominium unit owners' association shall pay an annual fee to the Ombudsperson to cover the administration of the Act. Creates the Condominium Ombudsperson Fund as a special fund in the State treasury, to consist of fees received by the Ombudsperson, to be used exclusively for expenditures necessary for the proper administration of the Act. Repeals the Act on July 1, 2015. Effective July 1, 2012.

Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning construction of the Code.

Creates the Office of the Condominium Ombudsperson in the Department of Financial and Professional Regulation under the supervision and control of the Secretary of the Department of Financial and Professional Regulation. Provides that the Ombudsperson shall offer training and educational materials and courses to condominium unit owners, condominium associations, and boards of managers in subjects relevant to the operation and management of condominium property and the rights and duties of a unit owner or unit owners' association. Requires the Ombudsperson to maintain a statewide toll-free telephone number, and a website with certain specified information, to provide information or assistance on matters relating to condominium property. Requires the Ombudsperson to report annually to the General Assembly. Provides that every condominium unit owners' association shall pay an annual fee to the Ombudsperson to cover the administration of the Act. Creates the Condominium Ombudsperson Fund as a special fund in the State treasury, to consist of fees received by the Ombudsperson, to be used exclusively for expenditures necessary for the proper administration of the Act. Repeals the Act on July 1, 2014. Effective July 1, 2011.
Creates the Toxic Chemical Safety Act. Requires the Director of the Illinois Environmental Protection Agency to publish a list of chemicals of high concern. Authorizes the Director to designate chemicals of high concern and other chemicals as priority chemicals. Requires the Director to report certain information about the designation process to the General Assembly. Requires each manufacturer and distributor of children's products that contain designated chemicals to provide certain information to the Director. Authorizes the Director, under certain circumstances, to prohibit, by rule, the sale and distribution of children's products containing a priority chemical. Requires manufacturers and distributors whose products are subject to one of these rules to file a compliance plan. Authorizes manufacturers and distributors to apply for, and the Director to grant, waivers from these rules. Exempts certain classes of chemicals, persons, and containers. Authorizes the Director to participate in an interstate clearinghouse to promote chemical safety. Authorizes the Director to request certificates of compliance from manufacturers and distributors. Requires the Director to develop certain educational materials. Creates the Advisory Council on Toxic Substances to provide expert and scientific advice to the Director. Authorizes the Director to adopt rules necessary to implement these provisions.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the sunset of exemptions, credits, and deductions.
