Amends the Condominium Property Act. Provides that the requirement that the purchaser of a condominium unit or a unit of a common interest community at a judicial foreclosure sale, other than a mortgagee, who takes possession of the unit pursuant to a court order or a purchaser who acquires title from a mortgagee has a duty to pay the unit's common expenses, unpaid by the owner, which would have become due in the absence of any assessment acceleration during the 6 months immediately preceding institution of an action to collect the owner's unpaid assessments, has, as an additional component, the following: the purchaser shall have the duty to pay the proportionate share, if any, of the common expenses for the unit which would have become due in the absence of any assessment acceleration during the period beginning 6 months after institution of an action to enforce the collection of assessments and ending when the purchaser takes possession of a condominium unit pursuant to the court order or acquires title from the mortgagee.

Creates the Illinois Service Member Civil Relief Act. Provides that nothing in the Act is intended to impair any existing right or benefit available to any service member. Provides that certain legal protections afforded to service members (and family members where specified) are subject to stated provisions of law. Amends the Illinois Administrative Procedure Act to set forth a provision concerning stays of contested case hearings for service members. Amends the Civil Administrative Code of Illinois to set forth a provision concerning deadline extensions for service members. Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois to make changes to the provision concerning bulk long distance telephone services for military personnel in military service (now on active duty). Amends the Military Code of Illinois, Illinois Municipal Code, Illinois Insurance Code, Public Utilities Act, Service Member's Employment Tenure Act, Code of Civil Procedure, Landlord and Tenant Act, Uniform Commercial Code, Interest Act, Retail Installment Sales Act, Military Personnel Cellular Phone Contract Termination Act, and Motor Vehicle Leasing Act to make changes in certain provisions concerning military personnel. Amends the Illinois Human Rights Act to provide that a violation of specified provisions regarding legal protections for military personnel constitutes a civil rights violation under the Illinois Human Rights Act.
Creates the Uniform Military and Overseas Voters Act, promulgated by the National Conference of Commissioners on Uniform State Laws. Amends the Election Code to make it subject to the Act. Effective immediately.
Amends the Cemetery Oversight Act. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. Provides that a taxing district may adopt a levy to recapture revenue lost due to refunds issued pursuant to a decision of the Property Tax Appeal Board, an assessment or exemption decision of the Department of Revenue, a court order, or an administrative decision of a local assessment official. Provides that those recapture levies are not included in the taxing district's aggregate extension base under the Property Tax Extension Limitation Law. Provides that any taxpayer who has received a refund that has been included in a recapture levy by one or more taxing districts has the right to an abatement in an amount equal to a portion of that refund amount, subject to certain limitations.
Amends the Mobile Home Landlord and Tenant Rights Act. Makes a technical change in a Section concerning applicability of the Act.
Amends the Illinois Vehicle Code. Provides that certain persons ineligible to re-apply for a license may instead apply for a restricted driving permit after the expiration of 3 years from the effective date of the most recent revocation, provided: the person proves by a preponderance of the evidence a minimum 3 years of uninterrupted sobriety from alcohol and other drugs; the person proves by a preponderance of the evidence a minimum 3 years of active, weekly involvement in a recognized support program designed to assist persons to remain sober from alcohol and other drugs; and the person may only operate vehicles fitted with an interlock ignition device. Provides that the Secretary of State shall cancel a restricted driving permit issued under the above conditions if the holder fails to comply with the interlock ignition device requirements and that such a person shall be ineligible to re-apply for restricted driving privileges. Effective immediately.
Amends the Sex Offender Registration Act. Makes a technical change in a Section concerning penalties.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning definitions.
Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning a search without a warrant.
