Amends the Criminal Code of 1961. Provides that a person who commits the offense of indecent solicitation of a child by the knowing use of a computer online service, Internet service, local bulletin board service, or any other device capable of electronic data storage or transmission and misrepresents his or her age to the child or one whom he or she believes to be a child is guilty of a felony offense that is one class higher than the penalty for the same conduct committed without using a computer on-line service, Internet service, local bulletin board service, or any other device capable of electronic data storage or transmission.

Amends the Illinois Income Tax Act. Provides that, if the rate of tax is reduced because the State has exceeded the State spending limit, then, beginning with the first distribution to occur after the effective date of the reduction, the State Comptroller shall order transferred and the State Treasurer shall transfer each month from the General Revenue Fund to the Local Government Distributive Fund an amount equal to 1/10 of the net revenue realized under Act during the preceding month. Effective immediately.
Amends the General Assembly Operations Act. Provides that if a bill or other legislative measure is sponsored or co-sponsored by a majority of the members elected to the chamber in which the bill or other legislative measure then resides, then that bill or other legislative measure must be referred by the appropriate committee of that chamber to a standing committee and a vote on that bill or other legislative measure must be taken by that standing committee within 6 session days or before any committee action or floor action deadline that has been imposed in that chamber, whichever is sooner.
Amends the Election Code. Provides that a political committee shall file a report of any contribution of $1,000 or more in the aggregate received from any one source during a quarterly reporting period (now, just any contribution of $1,000 or more); makes related changes. Effective immediately.
Amends the Illinois Procurement Code. Requires that copies of a lease be filed with the Comptroller and the Procurement Policy Board (now, the Comptroller). Authorizes the Board to review a real property lease for 10,000 or more square feet with annual rent payments of $100,000 or more for 30 days after receiving the lease. Permits the Board to object in writing within those 30 days. Provides that if the Board does not object, then the lease becomes effective according to its terms. Requires the leasing agency to provide any and all materials to assist the Board in its review.
Amends the Property Tax Code. Provides that the alternative general homestead exemption applies on a permanent basis and increases the amount of the exemption to $60,000 for taxable year 2011 and thereafter. Effective immediately.
Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Increases the exclusion amount from $2,000,000 to $5,000,000 for persons dying after December 31, 2010. Effective immediately.
Amends the Statewide Grand Jury Act. Provides that a Statewide Grand Jury may be convened to investigate violations of offenses involving the corruption of a public official, including theft, fraud, extortion or the Official Misconduct Article and the Public Contracts Article of the Criminal Code of 1961.
Amends the Unemployment Insurance Act. Provides that none of the amount received by an individual as primary social security old age and disability retirement benefits shall constitute disqualifying income.
Amends the Property Tax Code. Increases the general homestead exemption to $7,500 beginning in taxable year 2012 (now, the general homestead exemption is $6,000 for taxable years 2009 and thereafter). Effective immediately.
