Creates the Fire Protection District Consolidation Task Force. Requires that the Task Force prepare and issue a report to the Governor and the General Assembly by November 1, 2011, recommending the best procedure and governmental structure for consolidating fire protection districts and municipal fire departments

Amends the Illinois Vehicle Code. Provides for the issuance of Multiple Sclerosis Assistance license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $25 at original issuance and $12 at renewal. Provides that $10 of the additional original issuance fee and the renewal fee shall be deposited into the Multiple Sclerosis Assistance Fund, a special fund in the State treasury. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Effective immediately.
Amends the Election Code. In a provision requiring a political committee to file an electronic report with the State Board of Elections if it receives a contribution of $1,000 or more, provides that the report must be filed within 2 business days if the contribution is received 90 (instead of 30) or fewer days before the date of an election. Effective immediately.
Amends the Statewide Grand Jury Act. Provides that a Statewide Grand Jury may be convened to investigate violations of offenses involving the corruption of a public official, including theft, fraud, extortion or the Official Misconduct Article and the Public Contracts Article of the Criminal Code of 1961.
Urges the Attorney General to take steps necessary to file a suit challenging the constitutionality of the federal Patient Protection Affordable Care Act.
Amends the Illinois Income Tax Act. Provides that, if the rate of tax is reduced because the State has exceeded the State spending limit, then, beginning with the first distribution to occur after the effective date of the reduction, the State Comptroller shall order transferred and the State Treasurer shall transfer each month from the General Revenue Fund to the Local Government Distributive Fund an amount equal to 1/10 of the net revenue realized under the Act during the preceding month. Effective immediately.
Amends the Criminal Code of 1961. Creates the offense of extortion. Provides that a person commits the offense when he or she knowingly obtains property from another, with his or her consent, induced by wrongful use of actual or threatened force, violence, or fear, or under color of official right. Establishes penalties based on the value of the property extorted.
Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Provides that the estate tax shall not be imposed for persons dying after December 31, 2010. Effective immediately.
Amends the Illinois Municipal Code. Provides that if petitions for nomination to be elected to an office have been filed for the same person for 2 or more offices that are incompatible, that person must withdraw as a candidate for all but one of those offices within the 5 business days following the last day for petition filing. If that person fails to withdraw as a candidate within that time, the person's name shall not be certified, nor printed on the ballot, for any office.
Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. In the Illinois Transparency and Accountability Portal (ITAP) provisions, redefines a "State agency" to which the provisions apply to include the General Assembly and the legislative support services agencies.
