Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Provides that, for grant years 2012 and thereafter, "income" means federal taxable income (now, "income" means federal adjusted gross income modified by adding thereto income received from any of a list of sources).

Amends the Election Code. Provides that a political committee shall file a report of any contribution of $1,000 or more in the aggregate received from any one source during a quarterly reporting period (now, just any contribution of $1,000 or more); makes related changes. Effective immediately.
Amends the Property Tax Code. In a Section concerning decisions of the board of review in a county with 3,000,000 or more inhabitants, provides that each recommendation in favor of or against revising an assessment shall be published on the board's website within 48 hours after the taxpayer receives notification of the appeal decision. Effective immediately.
Creates the Green Energy Business Act. Authorizes the Department of Commerce and Economic Opportunity to receive and approve the applications of qualified businesses seeking designation as Green Energy Businesses. Amends the Illinois Income Tax Act, the Retailers' Occupation Tax Act, and the Public Utilities Act to provide that Green Energy Businesses are eligible for certain credits and exemptions under those Acts. Effective immediately.
Amends the State Budget Law of the Civil Administrative Code of Illinois. With respect to fiscal year appropriations, requires the General Assembly to take into account (i) whether the previous fiscal year's revenues were sufficient to pay for all obligations incurred during that fiscal year or whether those obligations were shifted to future years and (ii) whether revenues for the budgeted fiscal year can be reasonably projected to meet appropriations for the budgeted fiscal year. For each budgeted fiscal year, requires the General Assembly, by the same joint resolution adopted by record vote, to declare that the budget is balanced. Makes revisory changes.
Amends the Election Code. With respect to campaign contributions to a candidate political committee from a political party political committees, makes the limits that apply during a general primary election cycle apply during a general election cycle. Removes the July 1, 2013 sunset on contributions during a general primary election cycle to a political party political committee from a candidate political committee or a political party political committee. Effective January 1, 2012.
Creates the Taxpayer Transparency Act. Provides that a bill making an appropriation may not be considered for final passage by either the House of Representatives or the Senate unless a copy of that bill, in its final form, has been made conveniently available on the General Assembly's Internet website for at least 4 days before final legislative action by the General Assembly prior to presentation to the Governor. Effective immediately.
Amends the Election Code. With respect to vacancies in the office of United States Senator from Illinois, provides that: (i) a vacancy occurring more than 180 days before the next regularly scheduled election to fill that seat shall remain vacant until filled at a special election; and (ii) a vacancy occurring 180 or fewer days before the next regularly scheduled election to fill that seat shall be filled by temporary appointment by the Governor until the conclusion of the vacant term (now, whenever a vacancy occurs it is filled by temporary appointment by the Governor until the next election of United States Representatives).
Amends the Property Tax Code, the Counties Code, and the Clerks of the Courts Act. Provides that supervisors of assessments, county treasurers, coroners, sheriffs, recorders of deeds, clerks of the circuit court, and other county officers whose terms of office begin on or after the effective date of the amendatory Act shall not receive a stipend. Effective immediately.
Amends the Property Tax Code. Provides that the alternative general homestead exemption applies on a permanent basis and increases the amount of the exemption to $60,000 for taxable year 2011 and thereafter. Effective immediately.
