Amends the Property Tax Code. Provides that, if in any taxable year, the county assessor of any county determines that housing values in that county have declined by 10% or more in any 12-month period ending during that taxable year, the county assessor may declare a housing assessment emergency in that county for that taxable year. Provides that the housing assessment emergency shall be lifted whenever the county assessor determines that housing values have returned to the level established in the 12-month period prior to the declaration of the housing assessment emergency. Provides that, if a housing assessment emergency is in place, the county assessor may use changes in the fair cash value of any parcel of residential property located within the jurisdiction of the assessor when determining the fair cash value of any other parcel of residential property located within the jurisdiction of the assessor, regardless of size, value, or geographic location of the property. Effective immediately.

Amends the Public Safety Employee Benefits Act relating to health insurance benefits for a public safety officer or his or her spouse or dependents when the public safety officer suffers catastrophic injury or is killed in the line of duty. Provides that health insurance benefits available (rather than payable) from any other source shall reduce those benefits. Provides that the injured employee shall notify the employer of new employment and the availability of a group health insurance plan through the new employer. Provides that the injured employee shall notify the employer of a group health insurance plan available through a spouse's employment. Provides that the injured employee shall be required to accept an available group health insurance plan available to the employee or spouse, whether through new employment or the spouse's employment.
Amends the Use Tax Act and the Retailers' Occupation Tax Act. Makes changes to the definition of "sale at retail" concerning florists.
Amends the Nurse Practice Act. Ratifies and adopts the Nurse Licensure Compact. Allows for reciprocity of licensure of licensed practical nurses and registered nurses among the states. Provides for administration of the Compact by the Nursing Act Coordinator. Provides that the licensing board shall participate in a Compact Evaluation Initiative designed to evaluate the effectiveness and operability of the Compact. Provides that the Compact does not relieve employers from complying with statutorily imposed obligations. Provides that the Compact does not supersede existing State labor laws. Makes changes relating to the purposes of the Compact. Effective January 1, 2011.
Amends the Interior Design Title Act. Makes a technical change in a Section concerning public policy.
Amends the Illinois Marriage and Dissolution of Marriage Act. Provides for reasonable visitation between a child and a non-custodial parent through electronic communication such as telephone, e-mail, instant messaging, and other modes of electronic communication. Provides that the court may not use time spent in electronic communication to affect child support, custody, visitation, or removal of a child from the State. Provides for the custodial parent to provide any new e-mail address of the child to the noncustodial parent within 24 hours of the change. Makes other changes concerning electronic communication between a parent and a child and between a grandparent, great-grandparent, or sibling and a child.
Amends the Public Safety Employee Benefits Act. Defines "catastrophic injury" as a grievous or serious injury or impairment of a nature that is sufficient to permanently preclude the injured employee from performing any gainful work. Provides that an employer may, at its expense, require an employee seeking benefits under the Act to submit to examination by up to 3 licensed physicians. Provides that the determination of whether an employee has suffered a catastrophic injury shall be made by the employer's corporate authorities or a person designated by ordinance, whose determination shall be final and subject to judicial review under the Administrative Review Law. Provides that the employer shall be deemed a necessary party to any case brought under the Administrative Review Law.
Amends the School Code. In provisions concerning the duty of the regional superintendent of schools to conduct courses of instruction for school bus drivers, allows for an increase in fees for providing such courses. Provides that, of the increase in course fees authorized, $1 shall be deposited into a State Board of Education revolving account specifically dedicated to school bus safety for the conduct of business of the Illinois Pupil Transportation Advisory Committee and the certification and conduct of educational programs and training of Illinois school bus driver instructors.
Amends the School Code. Provides that any information of a personal nature disclosed by a pupil 12 years of age or older in the process of receiving school counseling services from a school counselor or school counselor intern is confidential, and provides that any information of a personal nature disclosed to a school counselor or school counselor intern by a parent or guardian of such a pupil is confidential. Provides that the information must not become part of the pupil's record without the written consent of the pupil who disclosed the confidential information. Provides that the information must not be revealed, released, discussed, or referred to, with exceptions. Provides that except in cases of willful or wanton misconduct, no person required to keep the information confidential may incur any civil or criminal liability as a result of keeping that information confidential. Amends the State Mandates Act to require implementation without reimbursement.
Amends the School Code. Provides that beginning July 1, 2010, school districts are not required to implement instructional mandates in the public schools. Provides that school districts shall be required to teach students to the standards required under specified provisions of the Code. Effective July 1, 2010.
