Amends the School Code. Provides that the required unit of instruction on genocide shall include the Pontian Greek Genocide. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Environmental Protection Act. Requires the Agency, in consultation with the Illinois Department of Public Health, to develop and implement a public information program regarding available drug disposal sites and the proper storage and disposal of drugs. Requires the Agency, in conjunction with the Illinois Department of Public Health, to create signs containing information on the proper storage and disposal of drugs and to deliver one of those signs to each pharmacy in the State. Amends the Illinois Pharmacy Act. Requires pharmacies to post the drug disposal signs created and distributed by the Agency.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department of Public Health shall develop a training and education program on public playground safety issues. Provides that the program may be presented annually and may be available through the Department's website. Provides that the Department shall adopt rules, based on the U.S. Consumer Product Safety Commission's standards, to develop standards for public playground equipment by June 30, 2011. Makes other changes.
Amends the Older Adult Services Act. In provisions concerning the development of a plan to restructure the State's service delivery system for older adults, provides that the Department on Aging and the Departments of Public Health and Healthcare and Family Services shall develop the plan no later than September 30, 2010. Provides that the plan shall protect the rights of all older Illinoisans to services based on their health circumstances and functioning level, regardless of whether they receive their care in their homes, in a community setting, or in a residential facility. Provides that financing for older adult services shall take into account individual preference but shall not jeopardize the health, safety, or level of care of nursing home residents. Effective immediately.
Amends the Pharmacy Practice Act. In the definition of "prescription", provides that an order may contain, at the discretion of the individual issuing the order, information on the indicated use of the drug or device as approved by the United States Food and Drug Administration (FDA). Effective immediately.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning legislative intent in connection with public assistance fraud.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that subject to appropriation, any uninsured person as defined by the Department of Healthcare and Family Services in rules residing in Illinois who is younger than 65 years of age, who has been screened for breast and cervical cancer in accordance with standards and procedures adopted by the Department of Public Health for screening, and who is referred to the Department by the Department of Public Health as being in need of treatment for breast or cervical cancer is eligible for medical assistance benefits that are consistent with the benefits provided to those persons who are eligible for medical assistance pursuant to the federal Breast and Cervical Cancer Prevention and Treatment Act of 2000. Provides that medical assistance coverage for such persons is not dependent on federal approval, but federal moneys may be used to pay for services provided under that coverage upon federal approval. Effective immediately.
