INS-PEDIATRIC SPECIALIST FEE

Amends the Covering ALL KIDS Health Insurance Act and the Illinois Public Aid Code. Provides that beginning January 1, 2012, the physician fee schedule for the Covering ALL KIDS Health Insurance Program and for pediatric physician specialists under the medical assistance program must increase to become competitive with those of non-governmental, third-party health insurance programs. Provides that by January 1, 2015, the payment for a pediatric specialty physician service must not be lower than Medicare reimbursement in accordance with the Medicare payment localities for Illinois. Provides that the Department shall annually increase pediatric specialty physician payments under the provisions of the Act by an amount approximately equal to one-third of the difference between the actual rates available for such purposes on January 1, 2011 and the Medicare reimbursement rates effective on January 1, 2011. Makes other changes.

DCFS-CHILD ABUSE-VARIOUS

Amends the Abused and Neglected Child Reporting Act. Requires the Department of Children and Family Services to convene a multi-disciplinary committee to review application of the Department's investigation procedures to investigations involving children with custody cases pending pursuant to the Illinois Marriage and Dissolution of Marriage Act. Requires the Department to promulgate rules, by June 1, 2013, establishing criteria and standards for labeling a child abuse or neglect report as false in the state central register. Requires the Department's investigation team to include a licensed clinical social worker with experience in working with a child's specific disability when a report involves a child with a cognitive or physical disability. Provides that if the child named in the report was in the temporary custody or guardianship of the Department when the report was received, then the child named in the report shall be a party to another's request for expungement of the final findings. Contains provisions concerning a mandated reporter's request for a review of an unfounded report; appeals requested by parents, personal guardians, or legal custodians who are not also subjects of the report; appeals conducted by a neutral third party; appeals or reviews requested via U.S. Mail; and Department rules limiting the rights of a reporter to request an appeal. Effective immediately.

MEDICAID-NON-EMERGNCY ER VISIT

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that, a recipient of aid under the State's medical assistance program shall be entitled to coverage for only one emergency room visit per year for a non-emergency situation. Provides that the Department shall not be responsible for providing Medicaid reimbursement for a recipient's non-emergency visits to an emergency room that exceed this one visit per year limitation.

MEDICAID-REPLACMNT SUPPLY-MEDS

Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires a recipient of medical assistance to call and obtain authorization from the recipient's local public aid office before receiving a replacement supply of lost or stolen prescription medications or an early vacation supply of prescription medications covered under the State's medical assistance program. Authorizes the Department to promulgate rules necessary to implement this provision.

MEDICAID-MED CARD SAFEGUARDS

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the permanent or semi-permanent member cards issued to individuals enrolled in the medical assistance program shall include safeguards to limit the unauthorized use of the medical card by an individual other than the member to whom the card has been issued; and that these safeguards shall include, but not be limited to, the use of a matrix barcode or related technology which allows a medical provider to access data, including identifying data and the medical history of the individual named on the card.

DHFS-WAIVER-ELIGI VERIFICATION

Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Illinois Public Aid Code. Provides that in the event the Department of Healthcare and Family Services receives written correspondence from the federal government that the Department interprets as being a denial of authority to implement eligibility verification provisions enacted by Public Act 96-1501, the Department shall file, as soon as practical, a waiver request formally requesting to implement the provisions. Effective immediately.

$$DHS-GIANT STEPS-ADULT PROGRA

Appropriates $1,000,000 from the General Revenue Fund to the Department of Human Services for grants to Giant Steps Illinois for adult day programs. Effective July 1, 2012.

MEDICAID-CARE COORDINATION

Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Medical Assistance Article of the Illinois Public Aid Code. Provides that prior to the Department of Healthcare and Family Services enrolling individuals under the expanded coverage provisions mandated by the federal Patient Protection and Affordable Care Act of 2010 which require a minimum eligibility level of 133% of the federal poverty level for legal residents, the Department shall first meet the care coordination enrolling requirements mandated by Public Act 96-1501. Effective immediately.
