NONSUPPORT PUNISHMENT-CLASS 4

Amends the Non-Support Punishment Act. Provides that it is a Class 4 felony if a person willfully fails to pay a support obligation required under a court or administrative order for support, if the obligation has remained unpaid for a period longer than 1 year, or is in arrears in an amount greater than $15,000 (instead of $20,000), and the person has the ability to provide the support.

SCH CD-EMPLOYEE EVALUATIONS

Amends the School Code. Provides that, upon the request of the parents or legal guardian of a student, a school district shall fully disclose and release to the parents or legal guardian, in any manner, including by phone or in person, the performance evaluation for each of the teachers and for the principal of the school building to which the student is assigned for the current school year. Sets forth district requirements with respect to this disclosure. With respect to the State Board of Education's system to annually collect and publish data on teacher and administrator performance evaluation outcomes, adds additional data to be collected and published. Effective July 1, 2013.

SCH CD-BUS STOP-SEX OFFENDER

Amends the Transportation Article of the School Code. Requires a school board to develop and implement a policy for notifying the parent of each student of any school bus stop located within 500 feet of the residence of a person required to register under the Sex Offender Registration Act. Effective July 1, 2013.

INC TX-R AND D CREDIT

Amends the Illinois Income Tax Act. Provides that the research and development credit applies for taxable years ending on or after December 31, 2004, and ending prior to January 1, 2026 (now, January 1, 2016). Effective immediately.

ENERGY CONSERV & COAL DEV ACT

Amends the Energy Conservation and Coal Development Act and the Illinois Coal Technology Development Assistance Act. Removes provisions requiring the Department of Commerce and Economic Opportunity to carry out programs to increase public awareness and education regarding Illinois coal. Effective immediately.

INC TX-CLASSROOM SUPPLY CREDIT

Amends the Illinois Income Tax Act. Allows an income tax credit for each individual taxpayer who is a teacher teaching in a school in Illinois. Provides that the amount of the credit is equal to the eligible classroom expenses made by the taxpayer during the taxable year, but the credit may not exceed $500. Defines "eligible classroom expenses" as the aggregate amount of nonreimbursed classroom expenses made by the taxpayer during the taxable year less $250. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.

CONSUMER FRAUD-PATENT DEMAND

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice to claim that another has infringed upon a United States patent if the claim falsely threatens adverse administrative or judicial action, the assertions lack a reasonable basis in fact or law, the person making the assertion is not, or does not represent, a person with a current right to license the patent, or the claim fails to make certain other disclosures. Effective January 1, 2015.

BANKING-REGULATION

Amends the Division of Banking Act. Authorizes the Secretary of Financial and Professional Regulation to establish a Commercial Bank Regulatory Section and a Savings Bank Regulatory Section within the Division. Amends the State Finance Act. Changes the name of the Savings and Residential Finance Regulatory Fund to the Residential Finance Regulatory Fund. Provides for expenditures from the Savings Institution Regulatory Fund and the Residential Finance Regulatory Fund related to the disposition of unclaimed property. Amends the Savings Bank Act. Provides that the Secretary may charter mutual and stock holding companies in connection with a mutual savings bank reorganization. Establishes the effect of the repeal of the Illinois Savings and Loan Act of 1985, including the regulation of entities formerly under the Illinois Savings and Loan Act as savings banks under the Savings Bank Act. Changes references from "member or shareholder" to "customer". Changes references from "Commissioner" to "Secretary". Makes changes to provisions concerning articles of incorporation, proxies, directors, access to books and records, regulations, investment in loans, loans to one borrower, mergers, conversion of an existing depository institution to a savings bank, powers of the Secretary, regulatory fees, and disclosure of reports of examinations and confidential supervisory information. Repeals the Illinois Savings and Loan Act of 1985. Makes other changes. Effective immediately.
