PROTECTION OF WILDLIFE

Amends the Wildlife Code. Adds the Gray wolf, American black bear, and Cougar to the list of protected species under the Act.

SMOKE FREE CAMPUS ACT

Creates the Smoke-Free Campus Act. Sets forth the General Assembly's findings. Provides that beginning on July 1, 2014, smoking is prohibited on each campus of a State-supported institution of higher education. Provides that on or before December 31, 2013, each State-supported institution of higher education shall establish a community task force for the purpose of coordinating with community and campus leaders for the implementation of the Act. Provides that the governing board of each State-supported institution of higher education shall implement the Act and shall promulgate all policies and regulations necessary for this purpose, including, but not limited to, disciplinary action, fines, and an appeals process. Effective immediately.

HIGHER ED-MAP GRANT-APPLY

Amends the Higher Education Student Assistance Act. With respect to the Monetary Award Program, provides that the Illinois Student Assistance Commission shall, twice a year (instead of each year), receive and consider applications for grant assistance. Provides that the first application period for grants for the next academic year shall be open to all eligible students and the second application period shall occur immediately before commencement of the academic year and shall be open only to non-traditional students and traditional students who missed the first application deadline due to unforeseen circumstances, as defined by the Commission. Requires the Commission to apportion grant funds between persons who applied during the first application period and person who applied during the second application period, in such manner as the Commission shall determine. Effective immediately.

VEH CD - DISABLED VET PARKING

Amends the Illinois Vehicle Code. Provides that person with disabilities parking placards or decals that are issued to veterans with a permanent disability shall not require evidence of disability for renewal.

MENTAL HLTH SYSTEM PLANNING

If and only if Senate Bill 26 of the 98th General Assembly becomes law, amends: the Specialized Mental Health Rehabilitation Act of 2013 by making various changes concerning the composition and duties of and support to the working group created by the Act; and the Mental Health and Developmental Disabilities Code by providing that the creation of comparable programs for the services contained in the Specialized Mental Health Rehabilitation Act of 2013 for community-based providers by the Division of Mental Health of the Department of Human Services shall be in concert with the Division of Alcohol and Substance Abuse of the Department of Human Services and the Department of Healthcare and Family Services. Effective immediately.

9-1-1 DIALING

Amends the Emergency Telephone System Act. Provides that an entity that installs or operates a private business switch service shall install and operate that service such that when a user dials the digits "9-1-1" the emergency call can be connected to the 9-1-1 system without first dialing any number or set of numbers. Sets forth penalties for failing to comply with the requirements of this amendatory Act. Effective immediately.

MHDD-CERTIFICATE-PSYCHIATRIST

Amends the Code of Civil Procedure. Provides that if a person, corporation, or agent or officer of a corporation uses a post office box as a principal mailing address, service of process may be effectuated by having the person serving the process mail a copy of the process via both regular and certified mail. Provides that service of the process shall meet the requirements of the Code set forth in Sections concerning forms of process and persons authorized to serve process; place of service; and failure to make return. Provides that the person serving the process shall execute and submit an affidavit confirming that the person, corporation, or agent or officer of a corporation uses a post office box as a principal mailing address and that the person serving the process has served the process in accordance with the new provisions.

REHAB/REVITALIZ TAX CREDIT ACT

Amends the Service Use Tax Act. Makes a technical change concerning stating the tax as a distinct item.

FOX VALLEY PARK DISTRICT

Amends the Park District Code. Provides that the Fox Valley Pleasure Driveway and Park District is reorganized as a matter of law as the Fox Valley Park District. Provides for the transition from the existing park district board consisting of 6 appointed trustees with 4-year terms to a board of 7 elected commissioners with 4-year terms by providing for the appointed trustees now serving to be replaced as their terms expire by elected commissioners. Includes language concerning the length of terms for the commissioners elected in the first 2 elections held after the reorganization that corresponds to other portions of this Division. Makes corresponding changes in other Sections of the Code. Effective immediately.
