Amends the Limited Liability Company Act. Reduces the fee collected by the Secretary of State for the filing of articles of organization, applications for admission, and restated articles of organization from $500 to $39 and reduces those fees in connection with a limited liability company with ability to establish series from $750 to $59. Effective immediately.

Creates the Nursing Home Residents' Managed Care Rights Act. Contains a short title provision and a provision on findings. Effective immediately.

Amends the Consumer Fraud and Deceptive Business Practices Act. Makes a technical change in a Section concerning the short title.

Amends the Property Tax Code and the Mobile Home Local Services Tax Act. Provides that the disabled veterans' exemption also applies to housing that is donated or improved by a charitable organization if the veteran was eligible to receive federal funds for the purchase or construction of Specially Adapted Housing. Effective immediately.

Amends the Code of Criminal Procedure of 1963. Makes a technical change in a Section concerning the admissibility of hearsay evidence in a prosecution for elder abuse, neglect, or financial exploitation.

Amends the Child Care Act of 1969. Makes a technical change in a Section concerning the short title.

Amends the Sex Offender Registration Act. Adds various offenses requiring registration as a sex offender. Provides that a person who is required to register under the Act, other than: (1) a person who has been adjudicated to be sexually dangerous and later released, (2) a sexually violent person or sexual predator, (3) a person who becomes subject to registration under the Act who has previously been subject to registration under the Act or under the Child Murderer and Violent Offender Against Youth Registration Act or similar registration requirements of other jurisdictions, or (4) a person who is convicted or adjudicated of a misdemeanor sex offense, shall be required to register for a period of 25 years after conviction or adjudication if not confined to a penal institution, hospital or any other institution or facility, and if confined, for a period of 25 years after parole, discharge or release from the facility. Provides that any person required to register for a period of 25 years shall report in person to the law enforcement agency with whom he or she last registered no later than 6 months after the date of his or her last registration and every 6 months thereafter for the duration of his or her registration. Provides that a person who is convicted or adjudicated of a misdemeanor sex offense shall be required to register for a period of 15 years after conviction or adjudication if not confined to a penal institution, hospital or any other institution or facility, and if confined, for a period of 15 years after parole, discharge or release from the facility. Eliminates sexual motivation for certain offenses committed against victims under 18 years of age. Amends the Child Murderer and Violent Offender Against Youth Registration Act to make conforming changes. Effective January 1, 2014.

Amends the following Acts and Codes to provide that, beginning in 2016, the entities created under those Acts and Codes shall adopt a uniform fiscal year beginning on July 1 and ending on June 30: Emergency Telephone System Act, Airport Authorities Act, Cemetery Maintenance District Act, Civic Center Code, Soil and Water Conservation Districts Act, Illinois Drainage Code, Fire Protection District Act, Downstate Forest Preserve District Act, Public Health District Act, Hospital District Law, Tuberculosis Sanitarium District Act, Mosquito Abatement District Act, Museum District Act, Park District Code, Illinois International Port District Act, Railroad Terminal Authority Act, Rescue Squad Districts Act, River Conservancy Districts Act, Sanitary District Act of 1907, North Shore Sanitary District Act, Sanitary District Act of 1917, Sanitary District Act of 1936, Metro-East Sanitary District Act of 1974, Street Light District Act, Surface Water Protection District Act, Prairie Trail Authority Act, Local Mass Transit District Act, Public Water District Act, Water Service District Act, Water Authorities Act, and Water Commission Act of 1985. Allows the above entities with fiscal years ending on a date other than June 30 to adopt appropriation ordinances for a transition period of less than 12 months as may be necessary to effect the change. Provides that appropriations made for the transition period shall end with the close of the transition period. Effective immediately.

Amends the Firearm Concealed Carry Act. Provides that a licensee who knowingly carries a firearm on or into a building, real property, or parking area under the control of a public or private pre-school, elementary or secondary school, college, or university is guilty of a Class 4 felony for a first offense and a Class 3 felony for a second or subsequent offense.

Amends the Firearm Concealed Carry Act. Provides that a person who is convicted of carrying a concealed firearm into a prohibited place shall pay a $500 (rather than a $150) fee to be deposited into the Mental Health Reporting Fund, plus any applicable court costs or fees. Effective immediately.
