Amends the Use Tax Act and the Retailers' Occupation Tax Act. Provides that, from August 6, 2010 through August 15, 2010, and each year thereafter beginning on the first Friday in August and ending on the Sunday occurring 9 days thereafter, the tax imposed under the Acts on clothing and school supplies shall be at the rate of 1.25% (instead of 6.25%). Provides that the reduction is not authorized for periods after August 16, 2013. Effective immediately.

Amends the Illinois Income Tax Act. Authorizes a credit to each individual taxpayer for providing care for a parent who lived in the taxpayer's home for 180 days or more during the tax year equal to $1,000 for each parent. "Parent" means the birth or adoptive mother, father, stepmother, or stepfather of the taxpayer or of either of the taxpayers if the taxpayers file a joint return. Provides that the credit may not reduce the taxpayer's liability to less than zero and may not be carried back or carried forward. Exempts the credit from the Act's sunset provisions. Effective immediately.
Amends the Economic Development for a Growing Economy (EDGE) Tax Credit Act. Requires EDGE tax credit agreements between the Department of Commerce and Economic Opportunity and applicants to contain a provision requiring the applicant to maintain, beyond the period during which it receives the EDGE tax credit, employment payrolls at an agreed upon level. Provides that if employment payrolls are not maintained at that level for the specified term, then the taxpayer must pay an administrative penalty to the Department and shall not, until having paid that penalty, be eligible for credits against obligations imposed by the Illinois Income Tax Act. Requires the Department to deposit into the General Revenue Fund all moneys collected as a result of these penalties and to notify the Department of Revenue when a taxpayer, because of the operation of these provisions, becomes ineligible or eligible for credits against obligations imposed under the Illinois Income Tax Act. Amends the State Comptroller Act to require the Comptroller, at the direction of the Department of Commerce and Economic Opportunity, to deduct these penalties from certain warrants and payments made to the taxpayer, and to pay those amounts over to the Department for deposit into the General Revenue Fund. Effective immediately.
Amends the General Assembly Article of the Illinois Pension Code. Provides that none of the retirement benefits provided in the Article shall be paid to any person who is impeached by the House of Representatives and convicted and removed from office by the Senate. Provides that all participants in service or entering service after the effective date shall be deemed to have consented to the provisions as a condition of participation in the retirement system. Effective immediately.
Amends the Election Code. Specifies that the spouse or dependent of a member of the armed forces or merchant marine, residing with or accompanying the member, need not have resided in Illinois in order to vote a military or overseas absentee ballot.
Amends the School Code. Makes a technical change in a Section concerning regional superintendents of schools.
Amends the Illinois Plumbing License Law. In provisions concerning the plumbing code promulgated by the Department of Public Health, provides that the calculation of water service demand load for residential use shall not exceed the simultaneous use of more than 60% of the total number of fixtures installed in a building and shall not include water service for irrigation systems that are not required to be separate lines.
Amends the Code of Criminal Procedure of 1963. Provides that all necessary and reasonable force may be used to execute a search warrant for the taking of blood, hair, or other materials from a person's body when the subject of the search warrant is resisting execution of the search warrant.
Amends several Acts that regulate the medical and healthcare professions. In a provision in those Acts concerning fee-splitting or directly or indirectly giving to or receiving from certain persons or entities any fee, commission, rebate, or other form of compensation for any professional services not actually or personally rendered, provides that the provision does not prohibit contractual or employment arrangements with health care professionals or providers, such as physicians, physician practices, hospitals, long-term care facilities, clinics, or other entities, except as otherwise prohibited by law. Provides that contractual and employment arrangements with health care professionals or providers may include arrangements for compensation, use of space, staff, equipment, health insurance, pension, or other benefits for the provision of services within the scope of the licensee's practice under that specific Act. Amends the Medical Practice Act. Provides that nothing in the Act prohibits physicians, physician practices, or entities authorized by law to employ physicians from also employing other licensed health care workers and other persons. Effective immediately.
Amends the Sex Offender Registration Act. Provides that a person is required to register as a sex offender who was not previously required to register before the effective date of this amendatory Act because the sex offense that the person committed occurred before a specified date. Requires that person to register within 5 days after the effective date of this amendatory Act. Provides that if the person is confined, institutionalized, or imprisoned in Illinois on or after the effective date of this amendatory Act, he or she shall register in person with the local law enforcement agency within 5 days of discharge, parole, or release. Provides for the duration of the registration. Effective immediately.
