Amends the Criminal Code of 2012. Provides that a contractor or subcontractor under a contract or subcontract for the development and supply of rifles, shotguns, weapons, or ammunition to the United States government or any branch of the Armed Forces of the United States, when the activities are necessary and incident to fulfilling the terms of the contract, may transport these weapons even if they are not broken down in a non-functioning state, or are immediately accessible. Permits the transportation of a rifle with a barrel or barrels less than 16 inches in length that is not broken down in a non-functioning state, or are immediately accessible by a person: (1) who has been issued a Curios and Relics license from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives; or (2) who is an active member of a bona fide, nationally recognized military re-enacting group and the modification is required and necessary to accurately portray the weapon for historical re-enactment purposes; the re-enactor is in possession of a valid and current re-enacting group membership credential; and the overall length of the weapon as modified is not less than 26 inches. Effective immediately.

Amends the Criminal Code of 2012 concerning child abandonment. Provides that a person also commits child abandonment when he or she, as a parent, guardian, or other person having physical custody or control of a child, without regard for the mental or physical health, safety, or welfare of that child, knowingly leaves that child who is under 7 years of age or who is under 18 and has been found to have special needs, either physical or mental in nature, without supervision by a responsible person over the age of 14 for a period of 2 hours or more. Provides that the offense is also committed when a parent, guardian, or other person having physical custody or control of a child, without regard for the mental or physical health, safety, or welfare of that child, knowingly leaves that child who is at least 7 years of age and under the age of 10 without supervision by a responsible person over the age of 14 for a period of 8 hours or more. Establishes additional factors which the trier of fact shall consider in determining whether the child was left without regard for the mental or physical health, safety, or welfare of that child.
Amends the Illinois Income Tax Act. Provides for a credit against the withholding tax liability of an employer with fewer than 15 full-time employees in an amount equal to $2,000 for each employee who is moved from part-time to full-time employment status and who maintains that full-time employment status for a period of 12 consecutive calendar months. Effective immediately.
Creates the Disclosure of Commissions for Commercial Leases Act. Provides that except for leases of less than one year or leases in which the total rent due per lease year is less than $10,000, a lessor of commercial property, prior to entering into a lease with a tenant, must disclose to the tenant, in writing, any and all commissions and fees being paid in connection with the lease transaction. Provides that a lessor who fails to provide the written disclosure is liable to the tenant in an amount equal to 3 times the amount of any non-disclosed commission or fee.
Amends the Nursing Home Care Act. Provides that upon the request of a resident representative, a facility shall provide the names and job titles of all employees that had access to a resident, the resident's room, and the resident's financial records in the 30 days preceding an alleged incident that resulted in the filing of a complaint with the Department of Public Health. Provides that the facility shall prepare the list and provide it electronically to the requesting resident representative within 30 days after the filing of the complaint. Adds to the mandated curriculum for training nursing assistants, habilitation aides, and child care aides participation in training each year that assists nursing assistants and habilitation aides in coping with individuals of advanced years who have hearing, memory, physical, and cognitive impairments. Provides that the training shall use a curriculum approved by the Department of Public Health. Effective immediately.
Amends the Illinois Income Tax Act. Creates a credit in an amount equal to a percentage of the taxpayer's qualified production activities income. Provides that, for taxable years ending on or after December 31, 2014 and prior to December 31, 2015, the credit shall be 2% of the taxpayer's qualified production activities income for the taxable year; for taxable years ending on or after December 31, 2015 and prior to December 31, 2016, the credit shall be 4% of the taxpayer's qualified production activities income for the taxable year; and for taxable years ending on or after December 31, 2016, the credit shall be 6.2% of the taxpayer's qualified production activities income for the taxable year. Provides that excess credit amounts may be carried forward and applied to the tax liability of the 15 taxable years following the excess credit year. Effective immediately.
Shows support for the placement of an official plaque at the Elgin Veterans Memorial Park to recognize and honor Laotian veterans who have served alongside our finest United States Armed Forces during the Vietnam War.
Amends the State Officials and Employees Ethics Act. Increases criminal penalties and fines for specified violations of the Act. Amends the Unified Code of Corrections. Provides that certain violations of the State Officials and Employees Ethics Act are non-probationable offenses.
Amends the Illinois Lottery Law. Requires the Department of the Lottery, beginning on January 1, 2014 or as soon thereafter as is practical, to offer a special instant scratch-off game for the benefit of citizens impacted by a disaster or emergency. Requires the net revenue from that game to be deposited into the Disaster Relief Services Fund for appropriation by the General Assembly solely to the Illinois Emergency Management Agency for making grants to assist non-governmental, nonprofit organizations chartered by Congress in planning for, responding to, or assisting citizens recovering from disasters in the State. Authorizes the Department to adopt rules necessary to implement and administer the game. Amends the State Finance Act to create the Disaster Relief Services Fund. Effective immediately.
Amends the Criminal Code of 2012. Creates the offense of exposing a minor to a felonious act. Provides that a person of the age of 21 years and upwards commits the offense when he or she knowingly exposes a minor under 17 years of age in his or her care, custody, or control to a felonious act. Provides that a person convicted of exposing a minor to a felonious act is guilty of a felony that is one class higher than the felony to which the minor is exposed unless the felony to which the minor is exposed is first degree murder or a Class X felony. Provides that if the felony to which the minor is exposed is first degree murder or a Class X felony, then the penalty for exposing a minor to the felonious act is the penalty for first degree murder or a Class X felony, respectively.
