MOBILE HOME-LEASE-RENT

Amends the Mobile Home Landlord and Tenant Rights Act. Provides that, if a mobile home park has an occupancy rate of less than 85%, (i) the purchaser of an existing mobile home that is located on a lot in that park may not be charged a rental amount for that lot for the first year of the lease that exceeds the rental amount charged to the prior lessee by more than 6% and (ii) rental amounts for the lease of any mobile home or mobile home lot may not be increased by more than 5% annually. Provides that in any mobile home park, increases in rent must be clearly explained in writing; the explanation must indicate (i) how much the rent has increased as a percentage of the base rent, (ii) the increase or decrease in the Consumer Price Index during the previous 12-month period, and (iii) the dollar amount of the increase per month and annually. Exempts mobile home parks in operation for 5 years or less, regardless of ownership, from these rent limitations.

GAMING-TERMINATE IMPACT FEE

Amends the Riverboat Gambling Act. Terminates the obligation of certain owners licensee to make payments into the Horse Racing Equity Trust Fund (the impact fee) on the effective date of the amendatory Act. Effective immediately.

INTERNET DATING DISCLOSURE ACT

Creates the Internet Dating Disclosure and Safety Awareness Act. Requires an online dating service provider offering services to residents of this State to disclose clearly and conspicuously, to any member who provides a billing address or a zip code in this State when registering with the provider, if the online dating service provider does not initiate a sex offender registrant search. Provides that if an online dating service provider conducts sex offender registry searches and the provider has a policy allowing a member who has been identified as being on a sex offender registry to have access to its service to communicate with any member in this State, the provider shall clearly and conspicuously make a specified disclosure on any communication to a member in this State from the member who has been identified as having been on a sex offender registry, and on any web page that is seen by or transmitted to a member in this State that contains the personal information for the member who has been identified as having been on a sex offender registry and that is seen by or communicated to a member in this State. Provides for other disclosures. Provides language concerning the disclosures. Requires that an online dating service provider that conducts sex offender registrant searches post a safety awareness notification and provides required language for that notification. Provides that failure to comply with the disclosure requirements of the Act shall constitute an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Provides that each failure to provide the required disclosure constitutes a separate violation. Amends the Consumer Fraud and Deceptive Business Practices Act. Adds the Internet Dating Disclosure and Safety Awareness Act to the list of Acts the knowing violation of which constitutes an unlawful practice.

PEN CD-GA-IMPEACHMENT

Amends the General Assembly Article of the Illinois Pension Code. Provides that none of the retirement benefits provided in the Article shall be paid to any person who is impeached by the House of Representatives and convicted and removed from office by the Senate. Provides that all participants in service or entering service after the effective date shall be deemed to have consented to the provisions as a condition of participation in the retirement system. Effective immediately.

DCEO-APPLIANCE PROGRAM

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Authorizes the Department to establish a contingency allocation to pay certain reimbursements to sellers of white goods appliances who participated in the white goods appliances (Earth Day 2010) portion of the Retail Energy Efficiency Appliance Program administered by the Department. Provides that the contingency allotment shall consist of moneys appropriated to the Department for that specific purpose. Provides that the contingency allotment may be used only under certain specified conditions. Provides that, if it is determined that the contingency allotment is needed to pay program participants, then the white goods appliances (Earth Day 2010) portion of the Retail Energy Efficiency Appliance Program administered by the Department shall terminate at 6:00 pm on Monday, April 19, 2010, and the Department shall release, by Monday, May 10, 2010, the additional funds to the Midwest Energy Efficiency Alliance for distribution to program participants. Provides that if it is determined that some or all of the contingency allotment is not needed, the remaining funds shall not be spent, and any remaining funds in the possession of the Alliance shall be deposited into the General Revenue Fund. Limits total expenditures from the contingency allotment to $3,400,000. Effective immediately.

Proposes to amend the Finance Article of the Illinois Constitution. Beginning in Fiscal Year 2014, limits aggregate appropriations and transfers from the State's general funds in a fiscal year to the aggregate appropriations and transfers in the previous fiscal year, as adjusted by the 5-year average annual change in per capita personal income. Allows the Governor to declare a fiscal emergency. If the Comptroller and Treasurer concur in the Governor's declaration, then the General Assembly, by a three-fifths vote, may authorize appropriations and transfers by law that exceed the limitation. Requires excess revenues to be deposited into budget stabilization funds, and allows certain excess funds to be refunded. Effective upon being declared adopted.

ELECTIONS-SENIOR VOTERS

Amends the Election Code. At polling places, authorizes persons aged 75 or older to request preference over other persons in obtaining and casting ballots. Requires that election authorities give that requested preference, and sets forth steps election authorities must take to make older persons aware of that preference.

COM COL VOCATIONAL PARTNERSHIP

Amends the State Finance Act, the Public Community College Act, and the Illinois Vehicle Code. Requires the Board of Trustees of Community College District No. 509 to establish a 3-year vocational partnership pilot program, beginning with the 2010-2011 academic year. Provides that under the program, the Board shall enter into partnerships with trade unions to introduce various apprenticeship courses in needed disciplines at the community college. Provides that the courses offered under the program shall be funded through grants from the Illinois Community College Board from money appropriated from the Community College Vocational Partnership Fund, a special fund created in the State treasury. Provides that the Secretary of State may issue special registration plates designated as Trade Union license plates. Provides for the fees for the plates to be deposited into the Community College Vocational Partnership Fund and the Secretary of State Special License Plate Fund.
