Amends the Illinois Public Labor Relations Act. Provides that on and after the effective date of this amendatory Act, no person with a record of 2 or more felony or Class A misdemeanor convictions, or any combination thereof, shall be eligible for hire or appointment. Provides that Class A misdemeanor convictions do not include misdemeanor convictions under the Wildlife Code or the Illinois Vehicle Code, except convictions for violations of the DUI provisions of the Illinois Vehicle Code. Makes corresponding changes in the State Officials and Employees Ethics Act, the Personnel Code, and the Illinois Educational Labor Relations Act. Effective immediately.

Creates the 72-Hour Bill Review Act. Sets forth time requirements during which legislation must be made publicly available before passage. Provides that the time requirements may be waived by an affirmative two-thirds vote of the full committee or chamber considering the legislation. Effective immediately.
Amends the Downstate Police and Firefighter Articles of the Illinois Pension Code. Provide that the pension board shall provide notice of each meeting to the mayor or president of the board of trustees of the municipality at least 48 hours prior to that meeting. Provides that if the board fails to provide that notice for any meeting, then any action taken at that meeting is invalid. Effective immediately.
Amends the Illinois Pension Code. In the General Assembly Article, restricts participation in the General Assembly Retirement System to persons who become participants before the effective date of the amendatory Act and provides that, beginning on that date, the System shall not accept any new participants. Makes related changes. In the Illinois Municipal Retirement Fund, Chicago Municipal, and Cook County Articles, provides that a person who holds part-time elective office is not an employee, contributor, or participant with respect to that office, unless he or she (i) was elected to that office before the effective date of the amendatory Act and (ii) has elected while in that office to become a contributor. Provides that an elective office shall be presumed to be part-time in the absence of an official job description or determination by the legal advisor of the applicable unit of local government, filed with the Board of the Fund, declaring the elective office to be full-time.
Creates the Political Funding Reform Act. Prohibits a public employer from collecting, deducting, or transmitting political funds. Provides that if a person or organization (i) has used as political funds any of the funds collected or deducted for it by any public employer, (ii) has commingled funds collected or deducted by any public employer with political funds, or (iii) has deducted or collected funds from multiple levels of an organization and transmitted those funds to a single recipient who has used those funds as political funds, then, for a period of 2 years, no public employer shall collect, deduct, or assist in the collection or deduction of funds for any purpose for that person or organization. Voids existing contracts and agreements that violate the Act. Makes the provisions of the Act severable. Effective immediately.
Amends the Pension Impact Note Act and the State Debt Impact Note Act. Requires a copy of each pension impact note and State debt impact note to be furnished by the Commission to the Legislative Information System and posted by the System on the General Assembly's website as soon as is practicable after its receipt for viewing by the public. Effective immediately.
Amends the State Employee Article of the Illinois Pension Code. Provides that no member of the Civil Service Commission, Board of Review of the Department of Employment Security (other than the Director of Employment Security), Civil Service Commission, Illinois Liquor Control Commission, Secretary of State Merit Commission, Human Rights Commission, State Mining Board, Property Tax Appeal Board, Illinois Racing Board, Department of State Police Merit Board, Illinois State Toll Highway Authority, or Illinois State Board of Elections may establish creditable service in the State Employees' Retirement System of Illinois on or after the effective date of the amendatory Act for service in that capacity. Effective immediately.
Amends the duty to bargain provisions of the Illinois Educational Labor Relations Act. Provides that (i) once an agreement is reached between representatives of educational employees and an educational employer, the agreement shall be reduced to writing and published on the Internet website of the educational employer or published by another method and made available to the public if there is no Internet website; (ii) the educational employer may not ratify the agreement until the agreement has been published and available to the public for at least 21 days; and (iii) upon ratification by both parties, the agreement shall be signed by the parties (instead of providing that once an agreement is reached and ratified by both parties, the agreement shall be reduced to writing and signed by the parties). Makes a related change in the Freedom of Information Act. Effective immediately.
Amends the Special Service Area Tax Law in the Property Tax Code. Provides that the term "special services" means infrastructure projects pertaining to the government and affairs of the municipality or county. Provides that a list of the names and addresses of the individuals and entities receiving a mailed notice of the public hearing concerning the establishment of a special service area shall be published at the time notice is given and shall be available at the public hearing. Provides that no special service area may be created or enlarged; no special service area tax may be levied, imposed, or increased; and no bonds may be issued in connection with a special service area, unless an authorization petition is filed with the municipal clerk or county clerk. Effective immediately.
Amends the Public Community College Act. Makes a technical change in a Section concerning the Illinois Community College Board.
