Amends the Downstate Police and Firefighter Articles of the Illinois Pension Code. Provides that, if at any time the Public Pension Division of the Department of Insurance finds that a pension has been calculated using compensation that should not have been included in salary or final average salary, then the beneficiary of that pension shall pay back to the fund an amount equal to the benefit incurred by using that compensation. Effective immediately.

Amends the Open Meetings Act, the Illinois Public Labor Relations Act, and the Illinois Educational Labor Relations Act. Eliminates the open meetings exemption for collective bargaining in all three Acts. Effective immediately.
Amends the General Assembly, State Employee, State Universities, and the Downstate Teacher Articles of the Illinois Pension Code. Provides that if the defined contribution plan becomes inoperative pursuant to law (currently, being terminated or becoming inoperative pursuant to law), then each participant will be automatically deemed to be a contributing Tier 1 participant and the System shall be entitled to recover the amounts in the participant's defined contribution accounts.
Amends the Juvenile Court Act of 1987. Provides that law enforcement, social investigation, psychological and medical records, and court records of a minor charged with a municipal or county ordinance violation are confidential and subject to the same disclosure requirements as juvenile court, social investigation, psychological, and medical records of a minor, and juvenile law enforcement records. Provides that these records are subject to juvenile expungement provisions. Excludes from the confidentiality provisions, records of a minor charged with an ordinance violation regulating the parking, standing, operation, or use of a motor vehicle, that is punished as a petty offense, business offense, or Class C misdemeanor.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "taxing district".
Amends the Local Records Act. Requires a unit of local government or school district with an annual budget of $1 million or more to maintain an Internet website and post to that website, for the current calendar or fiscal year, as the case may be, the following information: (1) contact information for elected and appointed officials; (2) notice of and materials prepared for regular and emergency meetings; (3) procedures for requesting information from the unit of local government or school district; (4) annual budget; (5) ordinances under which the unit of local government or school district operates; (6) procedures to apply for building permits and zoning variances; (7) financial reports and audits; (8) information concerning employee compensation; (9) contracts with lobbying firms; (10) taxes and fees imposed by the unit of local government or school district; (11) rules governing the award of contracts; (12) bids and contracts worth $25,000 or more; (13) campaign contributions made by a vendor; (14) a debt disclosure report; and (15) public notices. Sets forth requirements concerning a searchable expenditure and revenue database. Provides that any citizen who is a resident of the unit of local government or school district may bring a mandamus or injunction action to compel the unit of local government or school district to comply with the Internet posting requirements. Provides a posting in perpetuity clause. Limits home rule powers. Amends the State Mandates Act to require implementation without reimbursement. Contains a severability clause. Effective immediately.
Amends the Uniform Disposition of Unclaimed Property Act. Provides that at least one communication made under the Act by the holder of property to the owner of property at his or her last known address shall be by certified mail. Provides that all of the following shall be completed at least 45 days prior to the reporting and remitting of property under the Act: (1) the holder of the property shall notify the State Treasurer that the holder believes the property is subject to being reported and remitted under the Act and shall provide the State Treasurer with specified information; (2) the State Treasurer shall provide the Department of Revenue with the information provided by the holder; (3) the Department of Revenue shall use its databases to attempt to locate the owner of the abandoned property and shall notify the State Treasurer if it was able to locate the owner of the property; (4) if the Department of Revenue locates the owner of the property, the Department of Revenue shall provide the State Treasurer with the location of the owner of the abandoned property; and (5) the State Treasurer shall send, by first class mail, a notice to the owner of abandoned property informing the owner (i) that the property is subject to remittance under the Act; and (ii) how to contact the holder and retrieve the property. Provides that the State Treasurer shall adopt rules to implement the new provisions.
Creates the Workers Rights Act. Provides that no person shall be required as a condition of obtaining or continuing public-sector or private-sector employment to (1) resign or refrain from membership in, voluntary affiliation with, or voluntary financial support of, a labor organization; (2) become or remain a member of a labor organization; (3) pay any dues, fees, assessments, or other charges of any kind or amount, or provide anything else of value, to a labor organization; or (4) pay to any charity or other third party an amount equivalent to, or a portion of, dues, fees, assessments, or other charges required of members of a labor organization. Authorizes a person who suffers an injury or a threatened injury as a result of a violation of the Act to bring a civil action for damages, injunctive relief, or both and, if he or she prevails, to be awarded attorneys' fees and costs. Amends the Illinois Public Labor Relations Act and the Illinois Educational Labor Relations Act to make conforming changes. Effective immediately.
Amends the Illinois Pension Code. In the General Assembly Article, restricts participation in the General Assembly Retirement System to persons who become participants before the effective date and provides that, beginning on that date, the System shall not accept any new participants. Makes related changes. In the Illinois Municipal Retirement Fund (IMRF), Chicago Municipal, and Cook County Articles, provides that a person who holds part-time elective office is not an employee, contributor, or participant with respect to that office, unless he or she (i) was elected to that office before the effective date and (ii) has elected while in that office to become a contributor. Provides that an elective office shall be presumed to be part-time in the absence of an official job description or determination by the legal advisor of the applicable unit of local government, filed with the Board of the Fund, declaring the elective office to be full-time.
Amends the Economic Development for a Growing Economy Tax Credit Act and the Illinois Income Tax Act. Provides that, for tax years beginning on or after January 1, 2015, each taxpayer that demonstrates completion of a project in Illinois during the taxable year that involves (i) an investment by the taxpayer of at least $1,000,000 in capital improvements to be placed into service in Illinois and (ii) the employment of at least 5 new employees in Illinois is entitled to an EDGE credit. Provides that the amount of the credit shall be determined by multiplying the taxpayer's income tax rate by the average wage of the jobs created and then multiplying the result by the number of jobs created.
