Amends the Wireless Emergency Telephone Safety Act to be repealed on December 31, 2023. Effective immediately.

Urges any lawmaker who supports any further expansion of the Affordable Care Act in the State of Illinois to immediately forfeit his or her taxpayer-funded premium subsidy and voluntarily enroll in the Affordable Care Act health insurance exchange and urges Illinois' elected senators and representatives to live by the same set of rules that they impose upon those they claim to represent.
Amends the Governor's Office of Management and Budget Act. Creates the Office of Lean Enterprise within the Governor's Office of Management and Budget. Provides that the function of the Office of Lean Enterprise is to ensure implementation of lean tools and enterprises as a component of a performance management system for all executive branch agencies. Provides that staffing for the Office of Lean Enterprise shall be provided by an administrator appointed by the Director of the Governor's Office of Management and Budget. Sets forth the duties of the Office of Lean Enterprise. Effective immediately.
Urges the Obama administration and the Congress of the United States to come to a quick resolution to the scandal within the Veterans Administration to ensure that every veteran is afforded the health care they so rightly deserve.
Amends the Illinois Governmental Ethics Act. Creates a uniform statement of economic interest form that must be completed by all persons who are required to file that form under the Act. Changes the nature of the required disclosures that must be made. Authorizes the Secretary of State to institute an electronic statement of economic interest filing system. Repeals a provision that established a separate form for persons required to file a statement of economic interests with county clerks. Effective January 1, 2016.
Amends the Criminal Code of 2012. Increases the penalties for sexual exploitation of a child from a Class A misdemeanor to a Class 4 felony for a first offense and from a Class 4 felony to a Class 3 felony for a second or subsequent violation or when aggravating circumstances are present.
Amends the Illinois Pension Code. In the current funding provisions of the 5 State-funded retirement systems, changes the actuarial cost method from "projected unit credit" to "entry age normal". Effective immediately.
Amends the Interagency Coordinating Committee on Transportation Act. Adds the Director of Veterans' Affairs or his or her designee to the Committee. Effective immediately.
Congratulates Aurora 2nd Ward Alderman Juany Garza and the Aurora Hispanic Pioneers Committee on the occasion of the 10th anniversary of the Aurora Hispanic Pioneers Committee annual breakfast.
Amends the Illinois Vehicle Code. Provides that person with disabilities parking placards or decals that are issued to veterans with a permanent disability shall not require evidence of disability for renewal.
