PROCUREMENT-SERVICE ORGS

Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts between the Department of Agriculture and a non-profit service organization for the purpose of providing goods or services on the Illinois State Fairgrounds during the Illinois State Fair or on the DuQuoin State Fairgrounds during the DuQuoin State Fair. Effective immediately.

COUNTIES-COLLAR CTY TASK FORCE

Creates the Illinois Collar County Economic Development Task Force Act. Provides that the Task Force shall consist of 16 members. Provides that the county board chairman or county executive from a collar county shall appoint 2 members from his or her county. Provides that the Governor shall appoint one member from the Department of Commerce and Economic Opportunity and one member from the general public. Directs the Task Force to identify issues of importance to the job climate in those counties and to reports its findings and recommendations to the General Assembly and the Governor by January 1, 2016. Provides for a repeal date of January 1, 2016. Defines "collar counties". Effective immediately.

PEN CD-ELIGIBILITY REFORMS

Amends the Illinois Pension Code. In the Illinois Municipal Retirement Fund (IMRF), State Universities, and Downstate Teachers Articles, imposes limitations on participation by certain persons. In the State Employees Article, provides that, for new members: (i) "compensation" does not include any payments or reimbursements for travel vouchers, and (ii) service credit is not available for unused sick leave. Effective immediately.

IL EMERGING TECHNOLOGY ACT

Creates the Illinois Emerging Technology Act. Provides for the creation of the Emerging Technology Advisory Panel. Provides that the Emerging Technology Advisory Panel shall consist of 9 members. Sets forth the appointment, terms, and duties of the members. Provides that the Department of Commerce and Economic Opportunity, with the assistance of the Emerging Technology Advisory Panel, shall establish the Illinois Emerging Technology Program to make grants, loans, and equity investments from the Illinois Emerging Technology Fund to entrepreneurs involved with emerging technologies. Amends the Deposit of State Moneys Act. Requires that the State Comptroller direct and the State Treasurer transfer from the General Revenue Fund to the Illinois Emerging Technology Fund an amount no less than $75,000,000 and no more than $100,000,000. Amends the State Finance Act to create the Illinois Emerging Technology Fund as a special fund in the State treasury.

PEN CD-FELONY SUSPENSION

Amends the Illinois Pension Code. Provides that if a member or participant of a pension fund or retirement system established under the Code is convicted of, or pleads guilty to, intimidation by a public official, bribery, official misconduct, engaging in kickbacks, fraudulently obtaining public moneys reserved for a disadvantaged business enterprise, or certain theft offenses, then none of the benefits that are provided for under the Code and that are attributable to the service of that person shall be paid. Provides that if a member or participant of a pension fund or retirement system established under the Code is receiving an annuity or pension from a pension fund or retirement system established under the Code and is convicted of, or pleads guilty to, a felony (other than intimidation by a public official, bribery, official misconduct, engaging in kickbacks, fraudulently obtaining public moneys reserved for a disadvantaged business enterprise, certain theft offenses, or any other felony requiring the forfeiture of that annuity or pension under the Code), then the board of trustees of that fund or system shall suspend the payment of that annuity or pension during that individual's incarceration for that offense. Provides that, upon completion of the term of incarceration for that offense, the member or participant may seek reinstatement of his or her annuity or pension by filing a request for reinstatement of benefits with the applicable pension fund or retirement system in the manner prescribed by the applicable fund or system.

PEN CD-COST SHIFT REFERENDUM

Amends the State Universities and Downstate Teacher Articles of the Illinois Pension Code. Provides that any new provision that shifts costs under either of those Articles from the State to the actual employer may not take effect until the cost shift has been approved by the affected voters at referendum. Effective immediately.

CHICAGO OPPORTUNITY SCHOLARSHP

Creates the Chicago Opportunity Scholarship Act and amends the Illinois Income Tax Act and the State aid formula provisions of the School Code. Establishes the Chicago Opportunity Scholarship Program, a pilot program that expires on June 30, 2024. Provides that under the program, the custodian of a qualifying pupil is entitled to a Chicago Opportunity Scholarship to pay for qualified education expenses at a participating Chicago nonpublic elementary school. Requires the principal of each low-performing school and of each overcrowded school in the Chicago school district to notify custodians of qualifying pupils of the availability of scholarships. Sets forth provisions concerning a request for a scholarship, the issuance and payment of a scholarship, the amount and renewal of a scholarship, pupil assessment, the State longitudinal data system, and funding. Provides that students receiving scholarships are considered nonpublic school students who have been voluntarily placed in a private setting. Provides that the amount of a redeemed scholarship shall not be considered base income and shall not be taxable for Illinois income tax purposes. Requires the State Board of Education to submit a report to the General Assembly. Provides criminal penalties for certain violations. Requires the State Board to adopt rules to implement the Act. Provides that the Act is repealed on July 1, 2024. Effective June 30, 2014.
