Amends the Illinois Pension Code. Requires the actuary of each of the 5 State-funded systems to conduct an investigation of the system at least once every 3 (rather than 5) years. Effective immediately.

Amends the State Employee Health Savings Account Law. In the definition of "health savings account program", removes a provision that prohibited the total annual contribution to such a program from exceeding an amount set by the Internal Revenue Service. Changes the amount an employer who makes a health savings account program available to its eligible employees must annually deposit in that account for those employees. Requires the health savings account program to be based on the creation of coverage options so that the average per person employer cost of the programs, including the contributions for the health savings accounts and high-deductible plan, does not exceed the average per person employer cost of the self-insured State employee health benefits program provided under the State Employees Group Insurance Act of 1971 for the same fiscal year. Effective immediately.
Urges the Department of Insurance to conduct a thorough review of the navigator program, established to assist consumers seeking coverage under the Affordable Care Act, and its performance in enrolling previously uninsured Illinois citizens.
Amends the Criminal Code of 2012 concerning exceptions to eavesdropping violations. Provides that with prior request to and verbal approval of the State's Attorney of the county in which the conversation is anticipated to occur, recording or listening with the aid of an eavesdropping device to a conversation in which a law enforcement officer, or any person acting at the direction of law enforcement, is a party to the conversation and has consented to it being intercepted or recorded in the course of an investigation of a sex offense is permitted. Defines "sex offense" as including and limited to involuntary servitude, involuntary sexual servitude of a minor, trafficking in persons, child pornography, aggravated child pornography, indecent solicitation of a child, child abduction, luring of a minor, traveling to meet a minor for sexual conduct, sexual exploitation of a child, grooming, predatory criminal sexual assault of a child, aggravated criminal sexual abuse in which the victim of the offense was at the time of the commission of the offense under 18 years of age, criminal sexual abuse by force or threat of force in which the victim of the offense was at the time of the commission of the offense under 18 years of age, or aggravated criminal sexual assault in which the victim of the offense was at the time of the commission of the offense under 18 years of age.
Amends the State Employees Group Insurance Act of 1971. Provides that the Act does not apply to members of the General Assembly and requires members of the General Assembly to obtain group health benefits through the Illinois Health Benefits Exchange Law. Effective immediately.
Amends the State aid formula provisions of the School Code. Provides that the foundation level of support must not be lower than $6,119 in any school year. Effective July 1, 2013.
Amends the Prevailing Wage Act. Excludes from the scope of the Act the removal of trees and limbs along roadways and parkways when that work is not part of other construction. Effective immediately.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, for levy years 2014 and later, the taxing district's aggregate extension base is the greater of (A) the taxing district's last preceding aggregate extension limit or (B) the taxing district's last preceding aggregate extension, subject to adjustments for taxing districts in 2 or more counties, merged or consolidated taxing districts, and adjustments by a rate increase or decrease factor. Provides that the term "aggregate extension limit" means the district's last preceding aggregate extension if the taxing district had utilized the maximum limiting rate permitted without referendum.
Amends the Criminal Code of 2012 relating to computer tampering. In addition to other elements of the offense, provides that a person commits the offense when he or she knowingly and without the authorization of an account holder or in excess of the authority granted to him or to her accesses or causes to be accessed by any means an e-mail, instant messaging, or social networking website account. Defines "account holder". Establishes penalties. Includes in the offense of harassment through electronic communications, knowingly and by any means making repeated, unwanted, and harassing communication to another person.
Makes appropriations for the FY14 ordinary and contingent expenses of the Office of the State Comptroller. Makes appropriations to pay salaries of specified executive and legislative branch officers in FY14. Effective July 1, 2013.
