Amends the Wireless Emergency Telephone Safety Act. Extends the repeal of the Act to January 1, 2019. Effective immediately.

Urges Congress to pass H.R. 693, a bill to designate a rail right-of-way as a corridor for inter-suburban commuter rail and other purposes.
Amends the General Assembly Article of the Illinois Pension Code. Provides that, for certain participants of the General Assembly Retirement System that are exempted from the earnings limitation under the definition of "highest salary for annuity purposes", the participant's employer under the other participating system under the Retirement Systems Reciprocal Act shall pay to the General Assembly Retirement System the present value of the increase in benefits resulting from the use of that higher salary. Amends the State Finance Act to allow the payments to be paid out of a State agency's personal services line and to allow the payments in a fiscal year without regard to the fact that the employment for which the payment is required may have occurred in a prior fiscal year. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Governmental Ethics Act. Prohibits campaign contributions to the Governor from a gubernatorial appointee or the appointee's spouse or certain relatives.
Amends the Criminal Code of 1961. Provides that it is a Class 4 felony for a child sex offender to knowingly be present in a library or to knowingly loiter within 500 feet of a library. Defines "presence", "library", and "virtual presence".
Amends the Harassing and Obscene Communications Act. Includes additional factors that constitute violations of the Act by harassment through electronic communications. Establishes penalties for these additional offenses.
Amends the Illinois Pension Code. In the Retirement Systems Reciprocal Act, requires each participating system to submit to the other participating systems quarterly (rather than to submit to other participating systems, upon request) a report, properly certified, regarding the pension credits of each employee and any other pertinent information that may be necessary for proper administration of the Article and requires the report be transmitted, at a minimum, in an electronic format. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the General Assembly Article of the Illinois Pension Code. Requires the System to make a quarterly report to the Commission on Government Forecasting and Accountability, which shall include (1) the name and current salary, according to data in the possession of the System, for each participant in the System who (A) first became a member of the System before August 22, 1994; (B) has not begun receiving a retirement annuity under this Article; and (C) is employed in a position covered by a participating system under the Retirement Systems Reciprocal Act and the name of his or her current employer and (2) beginning with the second quarterly report after the effective date, the name of each participant who has begun receiving a retirement annuity under the Article since the preceding quarterly report and, if the salary used to calculate his or her proportional annuity under the Article is higher than his or her highest salary for annuity purposes would have been if he or she were not exempted from the earnings limitation, the salary level used to calculate his or her proportional annuity and the name of his or her employer under the other participating system. Amends the Commission on Government Forecasting and Accountability Act to require that the Commission on Government Forecasting and Accountability submit a quarterly report to the General Assembly that contains information submitted to the Commission by the General Assembly Retirement System. Effective immediately.
Amends the Illinois Income Tax Act. Reinstates the training expense credit for tax years ending on or after December 31, 2010 and on or before December 30, 2020. Increases the amount of the credit from 1.6% of training expenses to 2% of training expenses. Provides that the training expense credit earned on or after December 31, 2010 may be carried forward. Effective immediately.
Amends the State Treasurer Act. Authorizes the State Treasurer to establish and administer a Home Savings Pool to supplement and enhance investment opportunities otherwise available to first-time homebuyers. Provides that participants in the Pool are required to use moneys distributed from the Pool for qualified expenditures incident to the purchase of a primary residence by a first-time homebuyer. Contains penalty provisions. Sets forth the duties of the State Treasurer with respect to the Home Savings Pool. Amends the Illinois Income Tax Act. Creates a deduction for individual taxpayers equal to the amount contributed by the taxpayer to a Home Savings Pool account during the taxable year, but not to exceed $20,000 per taxable year. Effective immediately.
