Amends the Children and Family Services Act. Provides that the Department of Children and Family Services must establish and implement a program to monitor the minor children of incarcerated parents. Sets forth the objectives of the program.

Amends the Illinois Insurance Code Workers' Compensation provisions. Provides that if an employer fails to provide the insurer or its authorized representative with which it has its workers' compensation insurance policy with reasonable access to payroll records for a payroll verification audit when requested by the insurer under the terms of the employer's workers' compensation insurance policy, the employer shall be liable to pay to the insurer a total premium for the policy equal to 3 times the insurer's then-current estimate of the annual premium on the expiration of the policy. Provides that the Section shall only apply if the insurer complies with the conditions set forth in the provision. Provides that the insurer shall have and follow regular and reasonable rules and procedures to notify employers of their duty to provide for access to records, and to contact employers to make appointments during regular business hours for that purpose. Provides that upon the employer's failure to provide access after the insurer's third request during at least a 90-day period, the insurer may notify the employer through its mailing of a certified, return-receipt, document of the increased premium and the total amount of the costs incurred by the insurer for its attempts to perform an audit. Makes other changes. Effective immediately.
Creates the Alpha Phi Alpha Fraternity, Inc. Go-to-High-School, Go-to-College Task Force to study the causes and effects of the high rate of high school dropouts and the low college retention rates among African-American males.
Amends the Condominium Property Act. Provides procedures for addressing distressed condominium property that is a danger, blight, or nuisance to the surrounding community or the public and that is substantially unoccupied, without utilities, or in a serious negative condition. Provides a definition of "distressed condominium property". Provides that a municipality may file a petition in the circuit court and that if the court finds that a property is a distressed condominium property, the court may appoint a receiver to manage the property. Provides also that if a court finds that the property is not viable as a condominium, the court may deem that the entire property is owned in common by the unit owners and may authorize the receiver to sell the entire property without the consent of the unit owners. Provides that if the receiver sells the property pursuant to court authorization, the sale proceeds shall be paid to unit owners according to their respective shares, after sale expenses, taxes, and liens have been paid. Provides that the receiver has the power and authority to secure and insure the premises, make repairs, and otherwise manage the premises.
Amends the Illinois Mathematics and Science Academy Law. Requires the Illinois Mathematics and Science Academy to establish the I-Connect Computer Technology Program to provide 6th grade students and select teachers of participating schools with personal portable computers with age-appropriate and subject-appropriate learning software, professional development, and repair and warranty services. Creates an I-Connect Computer Technology Board. Provides for a report to the Governor and the General Assembly. Amends the State Finance Act to create the I-Connect Computer Technology Fund. Effective immediately.
Amends the Criminal Code of 1961. Provides that an assault or battery using an air rifle constitutes aggravated assault or aggravated battery. Amends the Air Rifle Act. Eliminates the maximum $50 fine that may be imposed for violation of the Act by a person who is not a dealer of air rifles. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Makes a technical change in a Section concerning unlawful practices.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a consumer reporting agency shall ensure that any information provided to a consumer via an Internet website, telephone, fax, or other electronic means is accurate, reflects the provisions of the listed Section, and includes: a link that is clearly posted on the home page of the consumer reporting agency's Internet website to information on how to place, temporarily lift, and remove a security freeze; and information on placing a security freeze and the designated address for submitting a request that is available via all telephone, fax, Internet, or other electronic means. Effective immediately.
Makes an appropriation to the Department of Human Services for grants to pay for costs and administrative expenses associated with the Juvenile Intervention Support Center. Effective July 1, 2008.
Amends the Public Utilities Act. Makes a technical change in a Section concerning service obligations.
