Amends the Counties Code, Township Code, and the Illinois Municipal Code. Provides that prior to any hearing concerning an amendment to a zoning ordinance, the zoning commission must serve written notice on the property owners of all property within 250 feet in each direction of the location for which the proposed ordinance will apply. Provides that the commission must also post the address of the property for site-specific proposals and notify individuals and interest groups with a known interest in a proposal.
Amends the Chicago Teacher Article of the Illinois Pension Code. Increases the Board of Education's total required contribution to the Fund for fiscal year 2013 from $196,000,000 to $307,485,000. In a provision that reduces the required annual Board of Education contribution to the Fund by the amount of any State contribution, makes the reduction apply only if the Board has certified in the previous fiscal year that the total assets of the Fund are at least 90% of the total actuarial liabilities of the Fund. Effective immediately.
Amends the Illinois Educational Labor Relations Act. Makes a technical change in a Section concerning subjects of collective bargaining.
Amends the Economic Development Area Tax Increment Allocation Act and the Illinois Enterprise Zone Act. Provides that upon the request or approval of an enterprise zone or an economic development area (TIF), the public body shall send all applicable information to the State Comptroller's Office. Provides that a notice of request or approval of an enterprise zone or an economic development area (TIF) shall be posted on the website of the State Comptroller's Office within 5 business days of the receipt of approval. Amends the Prevailing Wage Act. Changes the definition of "public works".
Amends the Illinois Income Tax Act. Creates a credit in the amount of $50 for each exemption allowable to the taxpayer for the taxable year under Section 151 of the Internal Revenue Code for a dependent who is under the age of 18 on the last day of the taxable year. Provides that, if the amount of the credit exceeds the income tax liability for the applicable tax year, then the excess credit shall be refunded to the taxpayer. Effective immediately.
Makes appropriations to the Department of Human Services for fiscal year beginning July 1, 2011, as follows: Child Care Assistance Program - $711,400,000; Grants Associated with Child Care Services, Including Operation, Administrative and Prior year costs - $189,500,000; Effective July 1, 2011.
Amends the Criminal Identification Act, the Criminal Code of 1961, the Cannabis Control Act, the Illinois Controlled Substances Act, the Methamphetamine Control and Community Protection Act, and the Unified Code of Corrections. Creates Offender Initiative Probation. Provides that whenever any person who has not previously been convicted of, or placed on probation or conditional discharge for, any felony offense, other than a violent offense, under the laws of this State, the laws of any other state, or the laws of the United States, pleads guilty to, or is found guilty of, a probationable felony offense of theft, retail theft, forgery, possession of a stolen motor vehicle, burglary, possession of burglary tools, possession of cannabis, possession of a controlled substance, or possession of methamphetamine, the court, with the consent of both the defendant and the State's Attorney, may, without entering a judgment, sentence the defendant to probation. Establishes the terms and conditions of the probation. Provides that upon fulfillment of the terms and conditions of probation, the court shall discharge the person and dismiss the proceedings against the person. Provides that upon violation of a term or condition of probation, the court may enter a judgment on its original finding of guilt and proceed as otherwise provided by law.
Amends the Gubernatorial Boards and Commissions Act. Provides that before a person nominated by the Governor for appointment or reappointment to any board or commission that requires the advice and consent of the Senate is confirmed, the person must disclose, in writing to the appropriate Senate committee, the names of all business and professional clients that the person or any corporation in which the person owns a controlling interest maintains a business or professional relationship at the time of nomination. Provides that any person serving on a board or commission that requires the advice and consent of the Senate on or after the effective date of the amendatory Act must disclose, in writing to the appropriate Senate committee, the names of all business and professional clients that the person or any corporation in which the person owns a controlling interest maintains a business or professional relationship. Sets forth the time frame for the disclosures. Effective immediately.
Amends the Criminal Code of 1961. Includes in offense of defrauding a drug or alcohol screening test, advertising for sale any product designed to defraud a drug or alcohol screening test. Defines "defraud" and "adulterant".
