CONSUMER FRAUD-SECURITY FREEZE

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a consumer reporting agency shall ensure that any information provided to a consumer via an Internet website, telephone, fax, or other electronic means is accurate, reflects the provisions of the listed Section, and includes: (i) a link that is clearly posted on the home page of the consumer reporting agency's Internet website to information on how to place, temporarily lift, and remove a security freeze; and (ii) information on placing a security freeze and the designated address for submitting a request that is available via all telephone, fax, Internet, or other electronic means. Effective immediately.

$DRUG SCHOOLS

Appropriates $1,900,000 to the Illinois Department of Human Services, Division of Alcoholism and Substance Abuse, to fund the expansion of drug school programs throughout the state of Illinois modeled after the current Cook County drug school program. Effective July 1, 2007.

PROBATION AGENCY

Amends the Unified Code of Corrections and the Probation and Probation Officers Act. Abolishes the Division of Probation Services of the Illinois Supreme Court. Transfers the Division's powers and duties to the Illinois Office of Probation Services. Transfers various functions relating to probation services from the chief judge of the circuit court or his or her designee to the county board or the county board chairman or president.

VEH CD-REPOSSESSION NOTIFICATO

Amends the Illinois Vehicle Code. Requires any person repossessing a motor vehicle, semi-trailer, or house car by reason of his or her having a lien or encumbrance on such vehicle, or acting on behalf of a person having a lien or encumbrance on such vehicle, to file a police report within 24 hours of repossessing the vehicle with the police department of the municipality where the vehicle was repossessed, or if the vehicle was repossessed in an unincorporated area or in a municipality that does not have a police department, with the county sheriff of the county where the vehicle was repossessed. Requires every municipal police department and county sheriff's office to create and maintain a database to log repossessed vehicles. Provides that the municipal police department or county sheriff's office shall keep the reports on file for a minimum of 30 days. Amends the State Mandates Act to provide that no reimbursement by the State is required for the implementation of any mandate created by this amendatory Act of the 95th General Assembly.

SCH CD-EARLY CHILDHOOD ED GRNT

Amends the School Code. With respect to the Early Childhood Education Block Grant, provides that not less than 11% (instead of exactly 11%) of the grant shall be used to fund programs for children ages 0-3. Provides that this percentage shall increase to at least 20% by Fiscal Year 2014, except that if, in a given fiscal year, the amount appropriated for the Early Childhood Education Block Grant is insufficient to increase the percentage of the grant to fund programs for children ages 0-3 without reducing the amount of the grant for existing providers of preschool education programs, then the percentage of the grant to fund programs for children ages 0-3 may be held steady instead of increased. Effective July 1, 2008.
