VEH CD-EMISSIONS TEST-SENIORS

Amends the Vehicle Emissions Inspection Law of 2005 in the Illinois Vehicle Code. Provides that vehicles owned by persons 65 years of age or older are exempt from emissions inspection if each owner is or will be 65 years of age or older on the scheduled date of the next inspection and the vehicle is being driven 5,000 miles or less annually. Provides that the exemption applies only if the exemption is not otherwise prohibited by federal law. Provides that, to qualify for the exemption, each owner of the vehicle must certify the vehicle's odometer reading at the time of certification, that each owner is or will be 65 years of age or older on the scheduled date of the next mandatory inspection, and that the vehicle is being driven 5,000 miles or less annually. Provides that the Illinois Environmental Protection Agency shall adopt rules for implementing the new provisions.

AUTISM SPECTRUM DISORDERS

Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.

COURT OF CLAIMS-PRISONERS

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Economic Opportunity shall establish an individualized job training and continuing education program for a person released from prison who was wrongfully accused of a crime for which he or she was imprisoned and was either pardoned by the Governor on the ground of innocence or granted a certificate of innocence by the circuit court. Amends the Court of Claims Act. Increases the maximum statutory awards for a person released from prison who was wrongfully accused of a crime for which he or she was imprisoned and was either pardoned by the Governor on the ground of innocence or granted a certificate of innocence by the circuit court. Amends the Code of Civil Procedure. Provides that a person imprisoned for a felony that he or she did not commit may, under certain conditions, file a petition for a certificate of innocence in the circuit court and sets forth criteria for granting a certificate of innocence. Effective immediately.

INSURANCE-REVIEW PROCEDURES

Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, and the Voluntary Health Services Plans Act. Provides that a policy of accident or health insurance or managed care plan shall establish and maintain an appeals procedure related to the denial of health care benefits. Sets forth guidelines for maintaining an appeals procedure, including an expedited process for an enrollee with an ongoing course of treatment ordered by a health care provider, the denial of which could significantly increase the risk to an enrollee's health, or a treatment referral, service, procedure, or other health care service, the denial of which could significantly increase the risk to an enrollee's health. Provides that if an initial appeal is denied by the policy or plan, an enrollee is entitled to seek external independent review of the decision made by the policy or plan. Sets forth guidelines and requirements for the external independent review process. Provides that nothing in the provision shall be construed to require a policy or plan to pay for a health care service not covered under the enrollee's certificate of coverage or policy. Provides that the Office of Consumer Health Insurance of the Division of Insurance of the Department of Financial and Professional Regulation shall adopt rules for the enforcement of the provision. Makes other changes.

POLICE-AFRICAN AMER SENSITIVE

Amends the Illinois Police Training Act. Requires that the training of probationary and permanent police officers, including those of home rule units, include sensitivity training with regard to the African American male population of Illinois. Effective immediately.

JUV CT-FAMILY REUNIFY

Amends the Juvenile Court Act of 1987. Provides that in cases relating to allegations of parental or custodial unfitness based upon neglect, dependency, or abuse of the minor, the Department of Children and Family Services, or the agency responsible, must submit a report to the court documenting the services offered and provided to preserve or reunify the family, and substantiating any determination of the success or failure of such services, and the court shall determine if such evidence is clear and convincing that such services will fail.

SCH CD-CHICAGO-YOUTH PROGRAM

Amends the School Code. Allows the Chicago Board of Education to develop a plan for implementing a program that seeks to establish common bonds between youth of various backgrounds and ethnicities, which may be similar to that of the Challenge Day organization.

SCH CD-CHI-HAND WASHING REQ

Amends the Chicago School District Article of the School Code. Provides that under the Chicago Board of Education's policies and rules concerning infectious disease, the Board shall require that all students wash their hands with an antiseptic soap or detergent before consuming any meal at school and shall establish nationally accepted standards and provide the facilities, materials, and supervision necessary to implement the handwashing requirement. Amends the State Mandates Act to require implementation without reimbursement.

PROP TX-ALT HOMESTEAD EXEMPT

Amends the Property Tax Code. Creates the Returning Veterans' Homestead Exemption, under which an exemption from the property's value is granted for residential property that is owned and occupied as a residence by a veteran for the tax year in which the veteran returns from active duty in an armed conflict involving the armed forces of the United States. In a Section concerning the Senior Citizens Homestead Exemption, provides that in all counties (now, in counties with less than 3,000,000 inhabitants), the county board may by resolution provide that if a person has been granted the homestead exemption, the person qualifying need not reapply for the exemption. In a Section concerning the alternative general homestead exemption, extends the alternative exemption by an additional 3 years. Provides that the maximum amount of the exemption is $60,000 if the general assessment year for the property is 2006 or later. Provides that the base year for counties other than Cook County is the 2005 or 2006 tax year. Provides that, to subject itself to the provisions of the alternative general homestead exemption, a county must adopt an ordinance to that effect within 6 months after the effective date of this amendatory Act. Makes other changes. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
