SCH CD-HEALTH EXAM-HIV TEST

Amends the School Code. Provides that a human immunodeficiency virus (HIV) test must be included as a part of the student health examination required under the School Code if the child is 13 years of age or older, and provides for Department of Public Health rules.

DCFS- AUTISM

Amends the Children and Family Services Act. Provides that the Department of Children and Family Services shall develop and implement a program of family preservation services designed to support intact, foster, and adoptive families who are experiencing extreme hardship due to the difficulty of caring for a child with a pervasive developmental disorder. Provides that the Department shall develop and implement a public information campaign to alert public healthcare providers, social service providers, and the general public about these family preservation services. Effective immediately.

HOSPITAL DISCRIMINATORY PRICIN

Creates the Hospital Discriminatory Pricing Act. Prohibits a hospital that has provided health care services to an uninsured patient from collecting more from the uninsured patient than the Medicare reimbursement rate. Requires each hospital bill, invoice, or other summary of charges to prominently state the listed information concerning the rates charged. Requires the Office of the Attorney General to provide copies of any complaints filed by patients under the Act to the Department of Public Health. Provides for civil remedies for violation of the Act. Provides civil remedies for violation of the Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make any violation of the Hospital Discriminatory Pricing Act a violation of the Act. Effective immediately.

SCH CD-FIRE ALARM-BUILDING CAP

Amends the School Code. Requires a school board, in each school building in the school district, to post the date of the last fire alarm inspection at the building and the capacity of the building. Amends the State Mandates Act to require implementation without reimbursement.

HOSPITAL-NURSE STAFFG STANDRDS

Creates the Nurse Staffing Standards for Patient Safety and Quality Care Act. Provides that every hospital must implement a staffing plan that: (1) provides adequate, appropriate, and quality delivery of health care services and protects patient safety; and (2) is consistent with the requirements of the Act concerning minimum direct care registered nurse-to-patient ratios. Sets forth minimum direct care registered nurse-to-patient ratios, according to the type of hospital unit. Provides that the Department of Public Health may apply those minimum direct care registered nurse-to-patient ratios to another type of hospital unit if that other unit performs a function similar to the function performed by the unit referred to in the minimum ratio standards. Provides that the minimum direct care registered nurse-to-patient ratios do not apply during a declared state of emergency if a hospital is requested or expected to provide an exceptional level of emergency or other medical services. Effective immediately.

JUV CT-FAMILY PRESERVATN SRVCS

Amends the Children and Family Services Act and the Abused and Neglected Child Reporting Act. Provides that when a child is the subject of an action under the "Abused, Neglected or Dependent Minors" Article of the Juvenile Court Act of 1987 and the child's service plan calls for certain family preservation services, the court hearing the action under the Juvenile Court Act of 1987 may order the Department of Children and Family Services (DCFS) to provide the family preservation services set out in the plan under certain circumstances. Requires DCFS to enhance its program of family preservation services. Provides for a $1,500 stipend for youths who cease to be wards of DCFS. Amends the Juvenile Court Act of 1987. In provisions concerning dispositional orders with respect to abused, neglected, or dependent minors, makes changes concerning a court's findings and the service plan developed by DCFS; provides that unless otherwise specifically authorized by law, the court is not empowered to order specific placements, specific services, or specific service providers to be included in the plan. Authorizes a court to select the goal of long-term foster care as a permanency goal. Makes other changes.

HEALTHCARE PRACTNR PROFILE ACT

Creates the Health Care Practitioner Profile Act. Requires the Department of Financial and Professional Regulation to make available to the public a profile of each health care practitioner licensed under Illinois law. Requires the Department to make the profile available through an Internet web site and, if requested, in writing. Sets forth that information which must be contained within the profile. Provides that, prior to release to the public, a practitioner shall be provided with a copy of his or her individual profile, shall have 60 days to correct any factual inaccuracies that may appear in the profile, and may elect to omit certain information from the profile. Grants rulemaking authority to the Department. Amends the Funeral Directors and Embalmers Licensing Code to require the Department to make available to the public a profile of each funeral director licensed under the Act.

NON-PROFIT HOSPITAL-MINORITIES

Amends the General Not For Profit Corporation Act of 1986. Provides that if (i) a court or administrative agency, in any proceeding properly before the court or agency, finds that a hospital that is incorporated under the General Not For Profit Corporation Act of 1986 has provided substandard care to a member of a minority group, (ii) that finding is incorporated into an order of the court or administrative agency that is final and not appealable, and (iii) the Secretary of State receives notice of that final and nonappealable order, then the Secretary of State shall require the hospital to dissolve voluntarily and, if the hospital wishes to continue to operate as a hospital, organize under the Business Corporation Act of 1983 within a period of time as provided by the Secretary by rule. Provides that if a not-for-profit hospital does not voluntarily dissolve within the period required by rule, the Secretary shall dissolve the corporation administratively. Effective immediately.
