Creates the Athletic Shoe Retailer Tax Act. Provides that, beginning on July 1, 2013, a tax is imposed upon any person engaged in business as a retailer of athletic shoes in the State at the rate of $0.25 for each pair of athletic shoes sold in the course of such business in this State. Provides that the proceeds of the tax collected under the Act shall be deposited into the Youthbuild Support Fund. Amends the State Finance Act to create the Fund. Provides that moneys in the Youthbuild Support Fund shall be used by the Department of Human Services for the purpose of making grants to Youthbuild programs as approved under the Illinois Youthbuild Act. Effective immediately.

Appropriates $2 from the General Revenue Fund to the State Board of Education for its FY14 ordinary and contingent expenses. Effective July 1, 2013.
Amends the Charter Schools Law. With respect to charters approved by the State Charter School Commission, requires the State Board of Education to annually withhold from funds otherwise due the school district an amount equal to the district's per capita student tuition, multiplied by the number of students residing in the district enrolled in the charter school, multiplied by that percentage of the district's revenues from the last fiscal year received from the State (instead of requiring the State Board to withhold from funds otherwise due the district the funds authorized by the Law to be paid to the charter school and pay such amounts to the charter school). Requires the State Board to provide from State funds and pay to the charter school an amount equal to the district's per capita student tuition, multiplied by the number of students residing in the district enrolled in the charter school, less the amount withheld from the district. Effective immediately.
Amends the Law Enforcement Camera Grant Act. Makes a technical change in a Section concerning grants for video cameras.
Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.
Amends the Business Enterprise for Minorities, Females, and Persons with Disabilities Act. Makes a technical change concerning rules and regulations for the establishment and continuation of narrowly tailored sheltered markets.
Amends the Public Utilities Act. Requires the Illinois Commerce Commission to establish a procedure for entities regulated by it and their Commission-regulated subsidiaries and affiliates to submit annual detailed and verifiable plans for increasing female, minority, and disabled veteran business's procurement in all categories. Provides that the Commission shall provide a clearinghouse for the sharing of identification and verification information of qualifying businesses. Sets forth guidelines and goals for each regulated entity's program to ensure that qualifying businesses are encouraged to become potential suppliers of products and services to the regulated entity, including provisions regarding outreach programs and subcontracting programs. Requires each regulated entity to set substantial and verifiable short-term, mid-term, and long-term goals for the utilization of qualifying businesses. Requires each regulated entity to submit an annual report and an annual plan with respect to these goals. Requires the Commission to provide an annual report to the General Assembly on the progress of activities undertaken by each regulated entity. Effective immediately.
Amends the State aid formula provisions of the School Code. Provides that school districts for which Available Local Resources per pupil equals or exceeds the product of 2.00 times the Foundation Level are not eligible for general State aid (instead of providing that for any school district for which Available Local Resources per pupil equals or exceeds the product of 1.75 times the Foundation Level, the general State aid for the school district shall be calculated as the product of $218 multiplied by the Average Daily Attendance of the school district); makes corresponding changes. Makes changes concerning equalized assessed valuation data and the calculation of Available Local Resources. Makes changes concerning supplemental general State aid and the amount of a grant. Effective July 1, 2013.
Amends the Illinois Dental Practice Act. Provides that a dental hygienist may be employed or retained by a nonprofit organization or in a public health setting. Provides that a dental hygienist under remote supervision with a collaborative agreement with a licensed dentist shall provide a dental hygiene examination and screenings and determine which services are necessary to be performed with a referral to a dentist for a dental examination within 12 months. Provides that a dental hygienist may be employed or retained by a health care facility, program, or nonprofit organization to perform dental hygiene services without the patient first being examined by a licensed dentist if the dental hygienist (i) has engaged in active practice of clinical dental hygiene for a minimum of 2,400 hours in the past 18 months or a career total of 3,000 hours, (ii) has entered into a collaborative agreement with a licensed dentist, (iii) had documented participation in courses in infection control and medical emergencies, and (iv) maintains current CPR certification. Provides that a licensed dentist may not have a collaborative agreement with more than 4 dental hygienists, unless otherwise authorized by the Board. Provides that the collaborative agreement must (i) include certain provisions and it must be signed and maintained by the dentist, the dental hygienist, and the facility, program, or organization, (ii) be reviewed yearly, and (iii) be made available to the Board upon request. Makes other changes. Effective immediately.
Makes application to Congress for the calling of a convention for proposing amendments to the United States Constitution.
