Amends the School Code. Provides that if a school board determines that it is infeasible for a school to act as a polling place while enforcing its written and standard policies regarding persons who are not students of nor employed by the school entering the school, the school board shall notify the appropriate officer or board having responsibility for providing polling places for elections that the school may not be used as a polling place. Amends the Election Code. Provides that schools that have asserted the right to not be used as a polling place under the School Code shall not be required to make the school available as a polling place. Effective immediately.

Creates the Brownfields Redevelopment and Intermodal Promotion Act. Identifies boundaries of the South Suburban Cook County Brownfield Redevelopment Zone. Provides that the incremental income tax attributable to a new employee on property that has been redeveloped within the South Suburban Brownfields Redevelopment Zone pursuant to a South Suburban Cook County Redevelopment Project shall be deposited into the South Suburban Brownfields Redevelopment Fund. Provides that moneys in the South Suburban Brownfields Redevelopment Fund shall be used to cover the costs of acquisition and assembly of brownfield properties and their remediation and re-use as part of a South Suburban Cook County Redevelopment Zone, and for improvements of public infrastructure servicing those properties. Sets forth limits on expenditures from the South Suburban Brownfields Redevelopment Fund. Contains other provisions. Amends the State Finance Act to create the South Suburban Brownfields Redevelopment Fund as a special fund. Effective immediately.

Extends the School Success Task Force established pursuant to House Joint Resolution 5 of the 96th General Assembly.

Amends the Unified Code of Corrections. Provides that the rules and regulations on sentence credit prescribed by the Department of Corrections shall also provide for timely notification to inmates that their eligibility for the award by the Director of Corrections of additional sentence credit for good conduct in specific instances as the Director deems proper is being reviewed and timely notification of the decision to award or not award sentence credit for good conduct and the amount of credit awarded, if any.

Rededicates the Maya Angelou Elementary School in Harvey in honor of Maya Angelou and her legacy.

Mourns the death of Yanta Robier Wade-Bey.

Congratulates Pastor J.C. Smith on the 50th anniversary of his ministry.

Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall require all gas, electric, and water companies with at least 100,000 customers under its authority, all local exchange telecommunications carriers with at least 35,000 subscriber access lines, and a person or entity providing cable or video service to submit an annual report by April 15, 2014 and every April 15 thereafter, in a searchable Adobe PDF format, on all procurement goals and actual spending for female-owned, minority-owned, veteran-owned, and small business enterprises in the previous calendar year. Provides that each participating company shall include certain specified information in its annual report. Provides that each annual report shall include as much State-specific data as possible. Provides that the Commission and all participating entities shall hold an annual workshop open to the public in June of 2014 and every year thereafter on the state of supplier diversity to collaboratively seek solutions to structural impediments to achieving stated goals. Repeals a provision concerning minority, female, veterans, small business reports and spending. Effective immediately.

Amends the Division of Banking Act. Authorizes the Secretary of Financial and Professional Regulation to establish a Commercial Bank Regulatory Section and a Savings Bank Regulatory Section within the Division. Amends the State Finance Act. Changes the name of the Savings and Residential Finance Regulatory Fund to the Residential Finance Regulatory Fund. Provides for expenditures from the Savings Institution Regulatory Fund and the Residential Finance Regulatory Fund related to the disposition of unclaimed property. Amends the Savings Bank Act. Provides that the Secretary may charter mutual and stock holding companies in connection with a mutual savings bank reorganization. Establishes the effect of the repeal of the Illinois Savings and Loan Act of 1985, including the regulation of entities formerly under the Illinois Savings and Loan Act as savings banks under the Savings Bank Act. Changes references from "member or shareholder" to "customer". Changes references from "Commissioner" to "Secretary". Makes changes to provisions concerning articles of incorporation, proxies, directors, access to books and records, regulations, investment in loans, loans to one borrower, mergers, conversion of an existing depository institution to a savings bank, powers of the Secretary, regulatory fees, and disclosure of reports of examinations and confidential supervisory information. Repeals the Illinois Savings and Loan Act of 1985. Makes other changes. Effective immediately.
