Amends the School Code. Provides that a public school district maintaining grades kindergarten through 8 may (instead of the school board of any school district may, in its discretion) provide medical or hospital service or both through accident and health insurance or through non-profit hospital service corporations or medical service plan corporations or both for pupils of the district in grades kindergarten through 8 (instead of for all pupils of the district) injured while participating in an athletic activity. Provides that a public school district maintaining grades 9 through 12 shall provide catastrophic accident insurance coverage, with specified benefit limits, for eligible students in grades 9 through 12 who sustain an accidental injury while participating in school-sponsored or school-supervised interscholastic athletic events sanctioned by the Illinois High School Association ("IHSA") that results in medical expenses in excess of $50,000. Sets forth similar provisions for non-public schools for school-sponsored or school-supervised interscholastic athletic tournaments sanctioned by the IHSA. Provides that the IHSA has the exclusive authority to promulgate a plan of coverage necessary to ensure compliance with these provisions. Requires the IHSA to provide a group policy. Allows public school districts and non-public schools to purchase the coverage necessary by participating in the group policy, obtain the coverage necessary from other coverage providers, or, in the case of the Chicago school district, provide the catastrophic accident insurance coverage through a program of self-insurance. Sets forth provisions concerning the charges for procedures, treatments, services, or prescription pharmaceuticals covered. Effective July 1, 2013.

Amends the Toll Highway Act. Makes a technical change in a definitions Section.
Amends the Illinois Income Tax Act. Provides that, whenever a taxpayer is required to create or retain a specified number of jobs in order to receive an income tax or withholding credit, that taxpayer shall report certain employment data to the Department of Employment Security, and the Department shall post the information on its website.
Amends the Illinois Procurement Code. Provides that the Director of Central Management Services (instead of the chief procurement officer) has the authority to designate small business set-asides. Provides that the Business Enterprise for Minorities, Females, and Persons with Disabilities Act applies to small business set-asides.
Amends the Illinois Health Facilities Planning Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Veteran, Youth, and Young Adult Conservation Jobs Act. Creates the Illinois Young Adult Recreation Corps for the purpose of making grants to local sponsors to provide wages to young adults operating and instructing in conservation or recreational programs. Provides that local sponsors who can provide necessary facilities, materials, and management for summer conservation or recreational activities within the community may apply to the Department of Natural Resources for a grant under the Act for the purpose of hiring managing supervisors and eligible young adults for conservation or recreational programs. Provides that the Illinois Young Adult Recreation Corps shall be limited to citizens of this State who, at the time of enrollment, are unemployed, are 18 through 25 years of age, and who have skills that can be used in the summer conservation or recreational program. Provides that the Department shall adopt reasonable rules pertaining to the administration of the Illinois Young Adult Recreation Corps. Extends the maximum period of employment with the Illinois Veteran Recreation Corps from 6 months to 12 months. Effective immediately.
Amends the Hospital Services Trust Fund Article of the Illinois Public Aid Code. Provides that payments shall not be made for inpatient services under an All Patient Refined Diagnosis Related Groups (APR-DRG) payment system until individual hospitals have received 9 months of claims processed under the APR-DRG system. Provides that payments shall not be made for outpatient services under an Enhanced Ambulatory Procedure Grouping (EAPG) system until individual hospitals have received 9 months of claims processed under the EAPG system. Effective immediately.

Amends the Illinois Dental Practice Act. Provides that a dental hygienist may be employed or retained by a nonprofit organization or in a public health setting. Provides that a dental hygienist under remote supervision with a collaborative agreement with a licensed dentist shall provide a dental hygiene examination and dental screening and determine which services are necessary to be performed with a referral to a dentist within 12 months. Provides that a dental hygienist may be employed or retained by a health care facility, program, or nonprofit organization to perform dental hygiene services without the patient first being examined by a licensed dentist if the dental hygienist (i) has engaged in active practice of clinical dental hygiene for a minimum of 2,400 hours in the past 18 months or a career total of 3,000 hours, (ii) has entered into a collaborative agreement with a licensed dentist, (iii) had documented participation in course in infection control and medical emergencies, and (iv) maintains current CPR certification. Provides that a licensed dentist may not have a collaborative agreement with more than 4 dental hygienists, unless otherwise authorized by the Board. Provides that the collaborative agreement must (i) include certain provisions and it must be signed and maintained by the dentist, the dental hygienist, and the facility, program, or organization, (ii) be reviewed yearly, and (iii) be made available to the Board upon request. Makes other changes. Effective immediately.
Creates the Endow Illinois Tax Credit Act and amends the Illinois Income Tax Act. Requires the Department of Revenue to authorize an income tax credit to taxpayers who provide an endowment gift to a permanent endowment fund. Sets forth procedures and criteria for authorizing the credits. Provides that the aggregate amount of all credits that the Department may authorize may not exceed $10,000,000 in 2013, $25,000,000 in 2014, or $50,000,000 in 2015 and each calendar year thereafter. Provides conditions for eligibility. Requires the Department to make an annual report concerning the credits. Provides that the credit may be carried forward for 5 years. Exempts the credit from the Act's sunset provisions. Effective immediately.
