LOTTERY-QUALITY OF LIFE

Amends the Illinois Lottery Law and the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois to extend the Quality of Life scratch-off game and the Quality of Life Board for an additional 5 years. Effective immediately.

SCH CD-AFTER SCHOOL FUNDING

Amends the School Code. In order to provide additional funding beyond the funding awarded to specific after-school programs, requires the State Board of Education to add, in its annual budget proposal, (i) a line item equal to 2% of the After-school Programs, Mentoring and Student Support (ASPMSS) line item for out-of-school time for monitoring, administration, and technical assistance for after-school providers funded by the ASPMSS line item in the State Board of Education's budget proposal; and (ii) a line item equal to 4% of the ASPMSS line item for out-of-school time for grants to qualified, statewide, non-profit agencies to provide capacity building, system development, training, and professional development services. Provides for how the additional appropriations, if any, must be used.

MEDICAID-NURSING FACILTY-RATES

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that for facilities licensed by the Department of Public Health under the Nursing Home Care Act as Intermediate Care for the Developmentally Disabled facilities or Long Term Care for Under Age 22 facilities, the rates taking effect on July 1, 2011 shall include a 3% increase. Effective July 1, 2011.

Appropriates $45,000,000 to the Department of Human Services from the General Revenue Fund for a 3% cost-of-living adjustment for providers serving individuals with developmental disabilities and mental illness. Effective July 1, 2011.

INC TX-SENIOR CREDITS-CHECKOFF

Amends the Illinois Income Tax Act. Provides that the Department must print on its standard individual income tax form a provision that conspicuously identifies each exemption, credit, or deduction under the Act that is available to a taxpayer who is 65 years of age or older on the basis of his or her age. Effective immediately.

PEN CD-CHI TCHR-FUNDING LEVEL

Amends the Chicago Teacher Article of the Illinois Pension Code. In a provision that reduces the required annual Board of Education contribution to the Fund by the amount of any State contribution, makes the reduction apply only if the Board has certified in the previous fiscal year that the total assets of the Fund are at least 90% of the total actuarial liabilities of the Fund. Effective immediately.

INC TX-COMMUNITY SERVICE

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall create a statewide database of residents who are willing to volunteer at community-related events conducted by not-for-profit groups. Amends the Illinois Income Tax Act. Creates a deduction in an amount equal to $5 for each hour of voluntary community service performed by the taxpayer during the taxable year at an event certified by the Department of Public Health or the Department of Veterans Affairs. Provides that the deduction may not exceed $1,500 per taxpayer per taxable year. Amends the Department of Public Health Act. Provides that the Department shall certify community service events related to HIV/AIDS or breast cancer prevention and awareness that qualify for the income tax deduction. Amends the Department of Veterans Affairs Act. Provides that the Department shall certify community service events related to veterans issues that qualify for the income tax deduction.
