CRIM CD-PROSTITUTION-PENALTY

Amends the Criminal Code of 2012. Deletes provision that enhances the penalty for prostitution to a Class 4 felony if the offense is committed within 1,000 feet of real property comprising a school. Deletes provision that a second or subsequent prostitution violation, or any combination of convictions for prostitution and solicitation of a sexual act, promoting prostitution, promoting juvenile prostitution, soliciting for a prostitute, soliciting for a juvenile prostitute, pandering, keeping a place of prostitution, keeping a place of juvenile prostitution, patronizing a prostitute, patronizing a juvenile prostitute, pimping, juvenile pimping, aggravated juvenile pimping, or exploitation of a child, is a Class 4 felony. Effective immediately.

OPEN SPACE LAND GRANTS

Amends the Open Space Lands Acquisition and Development Act. Provides that a local government defined as "distressed" under criteria adopted by the Department of Natural Resources through administrative rule shall be eligible for assistance up to 90% (rather than 50%) for the acquisition of open space lands and for capital development and improvement proposals, provided that no more than 10% of the amount appropriated under this Act in any fiscal year is made available as grants to distressed local governments. Effective immediately.

PROP TX-PPV LEASES

Amends the Property Tax Code. In a Section concerning valuation of PPV leases, provides that the term "net income" means all revenues received minus actual expenses before interest, taxes, depreciation, and amortization (now, "net income" means all revenues received minus the lesser of (i) 42% of all revenue or (ii) actual expenses before interest, taxes, depreciation, and amortization). Effective January 1, 2014.

PUBLIC LABOR-ENGINEERS

Provides that if and only if Senate Bill 1556, as passed by the 97th General Assembly, becomes law, the Illinois Public Labor Relations Act is amended (i) to prohibit the Governor from designating public employees who are classified as or who hold the title of Chief Stationary Engineer, Assistant Chief Stationary Engineer, Sewage Plant Operator, Water Plant Operator, Stationary Engineer, or Plant Operating Engineer for exclusion from collective bargaining and (ii) to specify that public employees who are classified as or who hold the employment title of Chief Stationary Engineer, Assistant Chief Stationary Engineer, Sewage Plant Operator, Water Plant Operator, Stationary Engineer, or Plant Operating Engineer qualify as public employees for purposes of the Act. Effective immediately.

VIDEO GAMING-VARIOUS

Amends the Video Gaming Act. Makes changes in the definition of "video gaming terminal". Removes language restricting the operation of video gaming terminals near inter-track wagering licensees or inter-track wagering location licensees. Requires the splitting of the annual fees for video gaming terminals by a terminal operator and a licensed establishment, licensed truck stop establishment, licensed fraternal establishment, or licensed veterans establishment. Prohibits the Illinois Gaming Board from disseminating information relating to video gaming that is specific to individual licensed locations, but allows the dissemination of information that is aggregated based on municipality or county (and makes conforming changes in the Freedom of Information Act). Amends the Criminal Code of 2012. Adds exemptions related to video gaming in provisions concerning the definition of "gambling device", the seizure of gambling devices, and gambling losses that are recoverable.

COMMITTEE ON EDUCATION FUNDING
