Rep. Thaddeus Jones

Amends the Illinois Income Tax Act. Creates a deduction for individual taxpayers in an amount equal to the total amount expended by the taxpayer from September 15 through November 10 of the taxable year for the purpose of purchasing lottery tickets associated with the scratch-off game for Illinois veterans established under the Illinois Lottery Law. Provides that the deduction may not exceed $1,500 per taxpayer per taxable year. Exempts the deduction from the Act's automatic sunset provisions.

Amends the State Finance Act to create the Illiana Expressway Project Fund and the SouthEast Service Line Project Fund. Amends the Toll Highway Act. Provides that beginning with the fiscal year beginning July 1, 2013, $2,000,000 of all toll revenue generated each year by toll booths located in the 29th, 30th, 33rd, and 38th representative districts and in the 15th and 30th senatorial districts as they exist on the effective date of the amendatory Act shall be used in the following manner: (i) $1,000,000 shall be deposited into the Illiana Expressway Project Fund; and (ii) $1,000,000 shall be deposited into the SouthEast Service Line Project Fund. Provides that moneys in the Illiana Expressway Project Fund shall be used, subject to appropriation by the General Assembly and distribution by the Department of Transportation, to fund the debt service portion of the bond funding of the Illiana Expressway project, and that in the event that the Illiana Expressway project advances by means of exclusively private funding, moneys in the Illiana Expressway Project Fund shall be deposited into the SouthEast Service Line Project Fund. Provides that moneys in the SouthEast Service Line Project Fund shall be used, subject to appropriation by the General Assembly and distribution by the Regional Transportation Authority, to fund the debt service portion of the bond funding of the SouthEast Service line project, and that in the event that the SouthEast Service line project advances by means of exclusively private funding, moneys in the SouthEast Service Line Project Fund shall be deposited into the Illiana Expressway Project Fund. Provides that the new provisions may not be applied in a manner that impairs the rights of bondholders pursuant to any resolution or trust indentures authorizing the issuance of bonds of the Authority. Repeals the new provisions on July 1, 2047.

Amends the Cook County Forest Preserve District Act. Provides that a forest preserve district may establish procedures to comply with certain regulations regarding affirmative action and the use of small businesses or businesses owned by minorities or women in construction and procurement contracts. Effective immediately.

Amends the Election Code and the Unified Code of Corrections. Provides that a person is ineligible as a candidate for elective office and may not seek reelection to office if he or she has been convicted of a felony under the laws of this State, another state, the United States, or a foreign country. Provides that a person convicted of a felony under the laws of another country is ineligible as a candidate for office and is ineligible to seek reelection to office only if the felony under that country's laws is substantially similar to a felony violation in this country and if that country's judicial system affords a criminal defendant guarantees of due process similar to those afforded to a criminal defendant in the United States. Applies to persons who seek elective office or reelection to office after the effective date of the amendatory Act.

Amends the Park and Recreational Facility Construction Act. Repeals the Act. Effective immediately.

Amends the Election Code. Specifies that the area on polling place property beyond the campaign free zone that qualifies as a public forum includes immediately adjacent sidewalks and parkways.

Amends the Public Private Agreements for the Illiana Expressway Act. Removes language providing that a public private agreement includes a provision stating that, in the event the contractor finds it necessary, proper, or desirable to enter into subcontracts with one or more design build entities, then it must follow a selection process that is, to the greatest extent possible, identical to the selection process contained in the Design Build Procurement Act. Provides that the Department of Transportation may acquire property for the Illiana Expressway project using the powers granted to it in the Eminent Domain Act. Provides that any bonds, debt, or other securities or other financing issued by or on behalf of a contractor for the purposes of a project undertaken pursuant to the Act shall not be deemed to constitute a debt of the State. Removes language providing that the Department may not exercise the power of quick take in connection with the Illiana Expressway project. Makes a corresponding change in the Eminent Domain Act. Effective immediately.

Amends the Illinois Procurement Code. In a Section concerning the applicability of the Code to public institutions of higher education, includes the Illinois Mathematics and Science Academy in the definition of "public institution of higher education". Effective immediately.
