Amends the Older Adult Services Act. Makes a technical change in a Section concerning the short title.
Amends the School Code. Provides that any individual, with exceptions, who begins serving as a superintendent in this State on or after July 1, 2008 and has not previously served as a school district superintendent in this State shall participate in a new superintendent mentoring program, established by the State Board of Education, for the duration of his or her first 2 school years as a superintendent. Contains provisions concerning program requirements, who may apply to be a mentor, mentoring training, assignment of a mentor by a provider selected by the State Board, identification of areas for improvement, a survey of progress, an annual report to the State Board, and a verification form. Provides that mentors of certified staff are protected from suit. Effective immediately.
Amends the Emergency Telephone System Act and the Wireless Emergency Telephone Safety Act. Provides that all 9-1-1 dispatchers must stay on the line with callers until emergency responders arrive at the scene or until the emergency is resolved. Provides that, if the dispatcher is unable to stay on the line with the caller, the dispatcher must contact emergency personnel to ensure that they respond to the call.
Amends the School Code. Makes a technical change in a Section concerning the members of the State Board of Education.
Amends the Renter's Financial Responsibility and Protection Act. Provides for a uniform limit on the amount per day that the renter of a vehicle may be charged for collision damage waivers (rather than providing a limit that is lower than the uniform limit amount if the rental vehicle type has a suggested retail price of $30,000 or less and a limit that is higher than the uniform limit amount if the rental vehicle type has a suggested retail price of more than $30,000).
Amends the School Code. Prohibits the State Board of Education and school boards from establishing, maintaining, or in any way supporting any virtual schools or virtual classes for elementary or secondary students in this State.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning July 1, 2007, the tax with respect to textbooks required for use at State universities and public community colleges or certain other institutions of higher learning is imposed under these Acts at the rate of 1.25% (eliminating the State's portion of the tax). Authorizes the Department of Revenue to adopt rules. Amends the State Finance Act to adjust the distribution with respect to this tax. Effective immediately.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning construction of the Code.
Creates the Labor Organization Member Notice Act. Provides that, when a meeting is scheduled between a labor organization and an employer regarding the employment status or discipline of an employee represented by the labor organization, the labor organization must notify the employee by certified mail of the time and place of the meeting and give a copy of that notice to the employer. Provides that if there is insufficient time to notify the employee by certified mail, the labor organization must give the employee notice of the time and place of the meeting by some other appropriate method. Provides that if the labor organization does not give the employee the required notice of the time and place of such a meeting and any adverse action is taken against the employee at the meeting or as a consequence of the meeting, that action is void and the meeting must be rescheduled with proper notice to the employee.
