CHILD CARE-DAY CARE-FIRE DRILL

Amends the Child Care Act of 1969. Requires every day care center, part day child care facility, day care home, and group day care home to annually conduct a minimum of 2 day care evacuation drills to address and prepare children enrolled in the day care facility and day care staff for fire incidents. Provides that the drills shall be conducted in a manner prescribed by the Department of Children and Family services and that the days on which the drills are planned and subsequently carried out must be reported to the Department in a timely manner, as determined by the Department.

AMMUNITION ENCODING

Creates the Regulated Firearms Encoded Ammunition Act and amends the State Finance Act. Provides that a manufacturer of ammunition for handguns and certain specified assault weapons sold in this State after January 1, 2009 must encode the ammunition in such a manner that the Director of State Police establishes. Provides that ammunition contained in one ammunition box may not be labeled with the same serial number as the ammunition contained in any other ammunition box from the same manufacturer. Provides that on or before January 1, 2011, an owner of ammunition for use in a regulated firearm that is not encoded by the manufacturer shall dispose of the ammunition. Provides that beginning on January 1, 2009, the Director of State Police shall establish and maintain an encoded ammunition database. Creates the Ammunition Accountability Fund as a special fund in the State treasury. Provides that subject to appropriation, the Department of State Police may use moneys from the Fund to establish and maintain the encoded ammunition database. Provides that beginning January 1, 2009, each person selling encoded ammunition at retail in this State shall collect from retail customers a fee of $0.05 for each round that is sold and delivered in this State. Establishes civil and criminal penalties for violations of the Regulated Firearms Encoded Ammunition Act. Effective January 1, 2009.

CD CORR-CONDOMS-PRISONERS

Amends the Unified Code of Corrections. Provides that all institutions and facilities of the Department of Corrections shall permit a committed person to purchase, possess, and use condoms. Provides that a committed person may not be denied any privileges or good conduct credit because of the committed person's purchase, possession, or use of condoms. Provides that neither the Department of Corrections nor an institution or facility of the Department may declare condoms as contraband.

PLASTIC SURGEON AFFILIATION

Amends the Medical Practice Act of 1987. Provides that a physician licensed under the Act to practice medicine in all of its branches that practices in the area of plastic surgery must be directly affiliated with an accredited hospital or university.

CHICAGO TEACHERS-EVALUATION

Amends the Open Meetings Act and the School Code. Provides that the term "public body" under the Open Meetings Act does not include a teacher peer assistance board or peer evaluation governing board established by a school district and the exclusive representative of its teachers under the Chicago School District Article of the School Code or a professional personnel leadership committee organized under the Chicago School District Article of the School Code. Authorizes the Chicago Board of Education and the exclusive representative of the school district's teachers to enter into an agreement to establish alternative procedures for teacher evaluation, remediation, and removal for cause after remediation, including an alternative system for peer evaluation and recommendations, for teachers who have completed their probationary period. Makes related changes. Makes technical changes having a revisory function. Effective immediately.

PLASTIC SURGERY-PROCEDURES

Amends the Medical Practice Act of 1987. Provides that a Board-certified plastic surgeon shall be the only individual permitted to perform laser surgeries, Botox injections, or chemical peels on patients. Provides that a Board-certified plastic surgeon may not delegate the performance of the procedures to any other individual. Provides that a violation of the specified provisions that results, directly or indirectly, in the death of a patient is punishable as a Class 1 felony with a minimum prison term of 10 years.

FINANCIAL REG-CREDIT DENIAL

Amends the Residential Mortgage License Act of 1987. In a Section concerning lending procedures, provides that a licensee may not deny an application for a mortgage solely on the basis of credit information of prospective customers. Provides that if a licensee denies a mortgage application based on credit information, it must provide the affected party with an explanation for the licensee's action and an opportunity for the affected party to explain its credit information. Amends the Use of Credit Information in Personal Insurance Act. In a Section concerning the use of personal credit information, provides that if an insurer denies, cancels, or does not renew a policy of personal insurance based on credit information, it must provide the affected party with an explanation for the insurer's action and an opportunity for the affected party to explain its credit information. Amends the Public Utilities Act. Provides that a public utility may not deny, cancel, or nonrenew utility service solely on the basis of credit information of prospective or existing customers. Provides that if a public utility denies, cancels, or does not renew service based on credit information, it must provide the affected party with an explanation for the public utility's action and an opportunity for the affected party to explain its credit information.

SCH CD-CHI-TEACHER SENIORITY

Amends the School Code with regard to the Chicago school district. Provides that teacher seniority shall be based on employment within the school district, not employment at a particular attendance center. Amends the State Mandates Act to require implementation without reimbursement.

SCH CD-EXPULSION TRANSFER

Amends the School Code. Provides that if a student has been expelled from an attendance center, the school district must permit the student to transfer to another attendance center within the district for the remainder of the expulsion. Makes related changes. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2008.
