Amends the Illinois Public Aid Code, the Code of Civil Procedure, the Illinois Marriage and Dissolution of Marriage Act, the Non-Support Punishment Act, and the Illinois Parentage Act of 1984 to provide that no child support order entered on or after the effective date shall accrue interest and that interest on orders entered prior to the effective date shall no longer accrue interest after the effective date.
Amends various Acts relating to the governance of public universities in Illinois. Provides that for any academic year in which the cost of tuition is increased from the previous academic year by any percentage, the base salary of the president and vice-president of the university and other principal administrators employed by the university shall be reduced by the same percentage as the tuition increase. Provides that with respect to an employment contract in effect on the effective date of the amendatory Act, the Board of Trustees shall amend the employment contract to comply with the provisions of the amendatory Act.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the purpose of the Article regarding nonprofit risk organizations.
Amends the Illinois Insurance Code. Provides that a filing of premium rates with the Director of Insurance shall not be complete unless it contains all information necessary to justify the premium rate and such other information as the Director may require to determine the rate's compliance with the provision concerning health insurance premium rates and prior approval. Provides that the filing shall clearly indicate the percentage change from certain prior rates. Sets forth provisions concerning health insurance premium rates and prior approval of the Director. Prohibits policies, plans, and contracts of health insurance coverage offered by a health insurance issuer from being issued or delivered until the classification of risks and the premium rates pertaining thereto have been approved by the Director. Contains provisions concerning approvals, appeals, and requests for actuarial reasoning and data. Makes changes to the provision concerning group accident and health insurance. Amends the Health Maintenance Organization Act. Sets forth provisions concerning premium rates and filing and prior approval. Requires that the schedule of base rates for a group or individual contract or evidence of coverage to be used in conjunction with the contract or evidence of coverage be filed with the Director. Further amends the Act to comport with the provisions of the Illinois Insurance Code concerning health insurance premium rates and prior approval. Effective on January 1, 2013.
Recommends that in any fiscal year in which the rate of tuition at a public university in this State is increased by any percentage above the percentage increase in the Consumer Price Index for All Urban Consumers for all items during the 12-month calendar year preceding that fiscal year, the board of trustees of the university not increase, in that fiscal year, the base salary of the president of the university and other principal administrators who are employed by the university and whose base salary exceeds $200,000.
Amends the Illinois Vehicle Code. Provides that a law enforcement vehicle parked or standing on or along the highways at night must at a minimum have its parking lamps and tail lamps lighted.
Amends the Public Community College Act to provide that beginning January 2012, each community college within the City Colleges of Chicago shall offer degree-granting programs in nursing, cosmetology, and hospitality and culinary arts. Effective immediately.
