Amends the Illinois Oil and Gas Act. Provides that the Director of Natural Resources shall adopt rules that require, prior to such hydraulic fracturing, the owner or operator to perform a suitable mechanical integrity test of the casing or of the casing-tubing annulus or other mechanical integrity test methods using procedures that are established by administrative rule. Provides that each owner or operator that begins extracting natural gas from shale shall report to the Department specified information within 30 days after the completion of all stages of the hydraulic fracturing stimulation. Requires that the owner or operator shall post the chemical disclosure information on certain specified websites. Provides that the owner or operator shall provide information to the Director as to the amounts, handling, and, if necessary, disposal at an identified appropriate disposal facility, or reuse of the well stimulation fluid load recovered during flow back, swabbing, or recovery from production facility vessels. Provides that the storage of the well stimulation fluid load shall be protective of an underground source of drinking water by the use of either tanks or lined pits. Provides that nothing in the provision shall be construed to require or allow disclosure of trade secrets or commercial information that is exempt from inspection or copying when provided to the Department together with a claim made pursuant to the Freedom of Information Act that such information is proprietary, privileged, or confidential and that disclosure may cause competitive harm to the person or business. Provides that the provision only applies to the extraction of natural gas from shale.

Amends the Criminal Code of 1961. Provides that any judge, circuit clerk or clerk of court, public official or employee, court reporter, or other person who knowingly and without lawful authority falsifies any public record received or held by any judge or by a clerk of any court commits a Class 3 felony. Effective immediately.
Amends the School Code. In provisions requiring criminal history records checks and checks of the Statewide Sex Offender Database and Statewide Child Murderer and Violent Offender Against Youth Database, provides that, beginning on January 1, 2012, the provisions also apply to all certified and noncertified employees of a school district who were employed by the school district prior to August 12, 2004.
Appropriates $2 from the General Revenue Fund to the Board of Higher Education for its FY12 ordinary and contingent expenses. Effective July 1, 2011.
Amends the Code of Civil Procedure. Provides that a mortgagor has a right to remain in the mortgaged premises as a renter following foreclosure proceedings by paying rent to the mortgagee in possession or the purchaser at the judicial sale. Defines terms. Provides for a mortgagee's notice to the mortgagor of the right to remain in the mortgaged premises as a tenant, terms of tenancy, mortgagor's responsibilities while renting the foreclosed property, rental rate set by the court, responsibility for maintenance of the foreclosed property, and other matters. Effective June 1, 2012.
Amends the Cemetery Oversight Act. Makes a technical change in a Section concerning the short title.
Amends the Riverboat Gambling Act. Provides that certain moneys in the State Gaming Fund shall be transferred (rather than paid) to the Horse Racing Equity Fund and Chicago State University. Effective immediately.
Amends the School Code. Provides that a school board's concussion and head injury policy must require that a student athlete who is suspected of sustaining a concussion or head injury in a practice or game be removed from play at that time. Requires the policy to provide that a student athlete who has been removed from play may not return to play until the student athlete is evaluated by a licensed health care provider trained in the evaluation and management of concussions and head injuries and the student athlete receives written clearance to return to play from that health care provider. Makes technical changes having a revisory function.
Amends the Illinois Savings and Loan Act of 1985. Makes a technical change in a Section concerning the short title.
Amends the School Code. Makes a technical change in a Section concerning children with disabilities.
