Amends the Code of Civil Procedure. Provides that the court may require that evidence of income accompany the application for leave to sue or defend as an indigent person, and that the affidavit submitted in support of the application shall state that it is made under penalty of perjury. Provides that any other party or his or her agent or attorney may contest the truth of an affidavit of indigency by verifying affirmatively under oath that the affidavit is untrue, and that the issue shall be heard and determined by the court, under the rules of the court. Provides that an attorney may not charge a fee to an applicant for preparation of an application for leave to sue or defend as an indigent person. Provides that the notice apprising litigants of their right to ask for leave to sue without payment of fees must contain language informing the applicant that he or she will be required to reimburse court fees, costs, and charges at the end of the case if he or she receives a monetary judgment or settlement.

Amends the Criminal Code of 2012 and the Unified Code of Corrections. Increases the threshold amounts for enhanced penalties for retail theft (from over $300 to over $500). Provides that a person sentenced for retail theft of property the full retail value of which does not exceed $500 shall be required to make full restitution to the merchant.
Amends the Regulatory Sunset Act. Extends the repeal of the Medical Practice Act of 1987 from December 31, 2014 to December 31, 2024. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Provides that a person retained by the State or the defense to conduct a fitness examination shall, upon written request, make his or her notes, other evaluations, and any videotaped interviews available to another examiner of the defendant. Allows an examiner to use these materials as part of a diagnosis or explanation. Prohibits disclosure of the examination's contents except as otherwise provided in the Code. Effective immediately.
Amends the Probate Act of 1975. Provides that a licensed clinical psychologist may sign a report relating to the adjudication of disability when the evaluation is limited to the respondent's mental condition.
Amends the Collateral Protection Act. Provides that a servicer subject to regulations issued by the Consumer Financial Protection Bureau under the Dodd-Frank Act that places hazard insurance in substantial compliance with those regulations shall be deemed in substantial compliance with this Act. Effective immediately.
Amends the Property Tax Code. Provides that officers or other persons appointed by the presiding officer of the county board to attend a tax sale on behalf of the county shall be selected through a competitive bidding process. Provides that the presiding officer of the county board shall report annually to the county board the total amount paid to that officer or person for those services, and provides that the agreement or contract shall be made public. Provides that the county clerk shall annually provide to the county board a list containing: (1) the permanent index number of each parcel of property auctioned or sold during the previous year, (2) the total number of properties redeemed with the county clerk during the previous year, (3) the amount for which the property was sold or redeemed, (4) the fees or costs incurred by the county for each parcel that was sold or redeemed, and (5) the interest rate paid at the time the property was redeemed.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning exemptions from an eavesdropping violation.
Amends the Juvenile Court Act of 1987. Makes a technical change in a Section concerning detention or shelter care hearings.
Amends the Public Officer Prohibited Activities Act. Makes a technical change in a Section concerning the county board.
