Amends the Criminal Code of 2012. Enhances the penalties for certain violations of the statutes concerning unlawful use of weapons, unlawful use or possession of weapons by felons, aggravated unlawful use of a weapon, and unlawful possession of a firearm by a street gang member. Provides that each circuit court shall transmit to every local law enforcement agency located within the circuit, on a quarterly basis, the disposition of all cases involving violations of the Deadly Weapons Article of the Code within the previous quarter. Amends the Unified Code of Corrections. Provides that a prisoner serving a sentence for certain unlawful use of weapons violations, unlawful use or possession of a weapon by felons, aggravated unlawful use of a weapon, or unlawful possession of a firearm by a street gang member shall receive no more than 4.5 days of sentence credit for each month of his or her sentence of imprisonment. Effective immediately.

Amends the Illinois False Claims Act. Provides that no court has jurisdiction over a civil action relating to or involving a false claim regarding certain tax acts administered by the Department of Revenue, unless the action is brought by the Attorney General. Provides that the Department of Revenue shall have the sole authority to bring an administrative action and that the Attorney General shall have the sole authority to bring a judicial action under the Act for a false claim, statement, or record pertaining to certain taxes administered by the Department of Revenue. Contains provisions concerning reporting, investigative, and enforcement procedures for allegations of false claims pertaining to certain taxes. Contains provisions governing the payment of rewards to persons who provide information that leads to recovery of funds under the new provisions. Provides that the appeal of a determination regarding an award may be appealed exclusively to the Court of Claims and must be filed within 30 days of the determination of the award. Makes a corresponding change in the Court of Claims Act.
Amends the Illinois Income Tax Act. Provides that individual taxpayers are entitled to a deduction in an amount equal to compensation paid to that taxpayer by reason of employment as a National Guard dual status military technician.
Amends the Property Tax Code. In a Section concerning erroneous homestead exemptions, provides for the collection of and imposes penalties and interest on the erroneous exemption principal amount (instead of the back taxes due and owing). Defines "erroneous exemption principal amount" as the total amount of property tax principal that would have been billed to a property index number but for the erroneous homestead exemption or exemptions a taxpayer received. Makes changes concerning the collection and distribution of the erroneous exemption principal amount, penalties, and interest, to provide that the county treasurer shall collect and distribute those proceeds. Makes other changes.
Amends the Use Tax Act and the Service Use Tax Act. Extends the Manufacturer's Purchase Credit until August 30, 2019 (now, August 30, 2014). Effective immediately.
Amends the Illinois Municipal Retirement Fund Article of the Illinois Pension Code. Deletes the requirement that the effective date of a retirement annuity may not be more than one year prior to the date on which the application for the annuity is received by the Fund. Provides instead that the annuity may begin no earlier than the day following the last day of creditable service. Effective immediately.

Provides that a prisoner serving a sentence for aggravated unlawful use of a weapon, except for a first offense or a first offense in which the offender is at least 18 years of age and illegally carries or possesses a firearm without being issued a currently valid Firearm Owner's Identification Card, shall receive no more than 4.5 days of sentence credit for each month of his or her sentence of imprisonment. Provides that a person convicted of unlawful use or possession of weapons by felons, or persons in the custody of the Department of Corrections facilities, aggravated unlawful use of a weapon by a person who has been previously convicted of a felony in this State or another jurisdiction, or unlawful possession of a firearm by a street gang member is ineligible for the county impact incarceration program.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning rules and regulations for early release on account of good conduct of persons committed to the Department of Corrections.
Amends the Code of Criminal Procedure of 1963. Requires the court to release a defendant charged with possession of less than 1 gram of heroin, possession of less than 1 gram of cocaine, or possession of less than 10 grams of cannabis on his or own recognizance if certain criteria are met. If the release on own recognizance criteria are not met and the court finds that monetary bail is not necessary to secure the appearance of the defendant, the court may require the defendant's monitoring under electronic surveillance as a condition of his or her release.
Amends the Property Tax Code. Expands the list of uses of land or improvements that do not qualify for valuation as open space land. Provides that improvements or structures located on or adjacent to land that is qualified to be valued as open space that enhance, preserve, or conserve that land in its use for open space purposes shall be included within the open space valuation. Sets forth open space land valuation requirements and limitations for golf courses. Makes other changes.
