Amends the Illinois Local Library Act. Provides specified bonds issued shall not be considered indebtedness and new bond or bonds may be issued as long as they are approved by voters, corporate authorities, and the board of trustees; do not exceed an aggregate principal amount of $11,000,000; and are issued prior to November 1, 2020. Effective immediately.

Amends the Code of Criminal Procedure of 1963. Provides if the court is of the opinion that the defendant will appear as required either before or after conviction and the defendant will not pose a danger to any person or the community and that the defendant will comply with all conditions of bond the defendant must be released on his or her recognizance (rather than may be released on his or her recognizance). Requires the court to consider several release factors in reaching its opinion on release of the defendant on his or her recognizance and before considering monetary bail.
Amends the Criminal Code of 2012. Increases the threshold amounts for enhanced penalties for theft (from over $500 to over $1,000) and for retail theft (from over $300 to over $500). Provides that enhanced penalties for theft and retail theft apply to third or subsequent convictions rather than for second or subsequent convictions. Effective immediately.
Amends the Criminal Code of 2012. Creates 2 separate offenses of unlawful use or possession of weapons by felons and unlawful use or possession of weapons by persons in the custody of the Department of Corrections facilities. Establishes penalties. Changes the penalties for aggravated unlawful use of a weapon. Provides that a sentence of county impact incarceration is not authorized for aggravated unlawful use of a weapon or for unlawful possession of a firearm by a street gang member. Provides that unlawful possession of a firearm by a street gang member is a Class 2 felony for which the person shall (rather than may) be sentenced to 4 (rather than 3) years and no more than 10 years. Amends the Unified Code of Corrections. Provides that a prisoner serving a sentence for certain unlawful use or possession of weapons by felons violations shall receive no more than 7.5 days of sentence credit for each month of his or her sentence of imprisonment; and that a prisoner serving a sentence for unlawful possession of a firearm by a street gang member; certain violations of unlawful use or possession of weapons by felons; or a Class 2 or greater felony for aggravated unlawful use of a weapon shall receive no more than 4.5 days of sentence credit for each month of his or her sentence of imprisonment. Permits the issuance of sentence credits, at the Department of Corrections discretion, for persons convicted of unlawful use or possession of weapons by felons under certain circumstances. Amends various other Acts to make conforming changes.
Creates the Automated License Plate Recognition System Data Act. Provides a law enforcement agency may only use recorded automated license plate recognition (ALPR) system data and historical ALPR system data for a legitimate law enforcement purpose. ALPR system data and historical ALPR system data may not be used, shared, sold, traded, or exchanged for any other purpose. Requires law enforcement agencies using an automated license plate recognition system to: adopt a policy governing use of the system; adopt a privacy policy to ensure that ALPR system data and historical ALPR system data is not used or shared in violation of this Act; adopt audit procedures relating to use of ALPR system data and historical ALPR system data; and adopt and periodically update a comprehensive training program for agency employees who use or have access to ALPR system data and historical ALPR system data, which fully trains the employees on safeguards in use of ALPR system data or historical ALPR system data and procedures to adhere to policies and procedures governing use of ALPR system data or historical ALPR system data. Requires law enforcement agencies to report to the Department of State Police requests for data, any data breech, and audit results. Establishes Department of State Police responsibilities. Prohibits admission of data in a court or administrative proceeding which is used in violation of the Act. Prohibits less restrictive local regulation, including home rule units. Defines terms. Amends the Freedom of Information Act to exempt ALPR system data and historical ALPR system data from disclosure under the Act.
Amends the Transportation Network Providers Act. Makes a technical change in a Section concerning the short title.
Amends the Liquor Control Act of 1934. Provides that a craft distiller license allows the manufacture of up to 100,000 gallons (instead of 35,000 gallons) of spirits by distillation per year and the storage of those spirits. Provides that a craft distiller licensee that is not affiliated with any other manufacturer may sell up to 5,000 gallons (instead of 2,500 gallons) of spirits to non-licensees. Authorizes a craft distiller to obtain a special use permit license. Makes conforming changes. Effective immediately.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning extended statutes of limitations.
Creates the Daily Fantasy Sports Regulation Act. Contains only a short title provision.
Amends the Chicago Municipal Article of the Illinois Pension Code. In a provision concerning the forfeiture of benefits due to a felony conviction relating to or arising out of or in connection with a participant's service as a municipal employee, provides that any refund required under the Chicago Municipal Article shall be calculated based on that person's contributions to the Fund, less the amount of any annuity benefit previously received by the person or his or her beneficiaries. Provides that the changes in the amendatory Act apply only to felony convictions or pleas of guilty to a felony entered on or after the effective date of the amendatory Act. Effective immediately.
