Amends the Sex Offender Registration Act. Defines "sex offense" to include disorderly conduct, provided the offense was sexually motivated as defined in the Sex Offender Evaluation and Treatment Act, and the offense was committed on or after the effective date of the amendatory Act.

Amends the Criminal Code of 2012. Creates 2 separate offenses of unlawful use or possession of weapons by felons and unlawful use or possession of weapons by persons in the custody of the Department of Corrections facilities. Establishes penalties. Changes the penalties for aggravated unlawful use of a weapon. Provides that a sentence of county impact incarceration is not authorized for aggravated unlawful use of a weapon or for unlawful possession of a firearm by a street gang member. Provides that unlawful possession of a firearm by a street gang member is a Class 2 felony for which the person shall (rather than may) be sentenced to 4 (rather than 3) years and no more than 10 years. Amends the Unified Code of Corrections. Provides that a prisoner serving a sentence for certain unlawful use or possession of weapons by felons violations shall receive no more than 7.5 days of sentence credit for each month of his or her sentence of imprisonment; and that a prisoner serving a sentence for unlawful possession of a firearm by a street gang member; certain violations of unlawful use or possession of weapons by felons; or a Class 2 or greater felony for aggravated unlawful use of a weapon shall receive no more than 4.5 days of sentence credit for each month of his or her sentence of imprisonment unless the prisoner receives a court order authorizing the Department of Corrections to issue up to a maximum of 180 days of additional sentence credit towards the prisoner's sentence. Amends various other Acts to make conforming changes.
Creates the Fantasy Contests Act. Establishes certain requirements for policies and procedures for the operation of fantasy contests. Provides that any person, firm, corporation, association, agent, or employee who violates any provision of the Act shall be liable for a civil penalty of not more than $1,000 for each violation, which may be recovered in a civil action brought by the Attorney General. Amends the Gambling Article of the Criminal Code of 2012. Provides that participants in fantasy contests as defined under the Fantasy Contests Act shall not be convicted of gambling. Effective immediately.
Amends the Illinois Pension Code. Provides that the Illinois State Board of Investment must appoint and retain a qualified custodian of the board (now, the State Treasurer serves as custodian). Makes conforming changes. Effective immediately.
Amends the Illinois Vehicle Code. Prohibits stopping, standing, or parking a vehicle within 5 feet of a public or private driveway except momentarily to pick up or discharge passengers (rather than in front of a public or private driveway).
Amends the Illinois Uniform Conviction Information Act. Makes a technical change in a Section concerning definitions.
Amends the Drycleaner Environmental Response Trust Fund Act. Provides that an active drycleaning facility that has previously received or is currently receiving reimbursement for the costs of a remedial action shall maintain continuous financial assurance for environmental liability coverage in the amount of at least $500,000 until the earlier of (i) July 1, 2030 (was previously January 1, 2020) or (ii) the date the Drycleaner Environmental Response Trust Fund Council determines the drycleaning facility is an inactive drycleaning facility. Provides that the annual license period for a license issued under this Act shall be from January 1 through December 31 each year and may be renewed on reapplication to the Council and submission of proof of payment of the appropriate fee to the Council (previously, the fee was paid to the Department of Revenue). Makes corresponding changes. Provides that no person shall sell or transfer drycleaning solvent to an operator of a drycleaning facility that is not licensed by the Council under the Act (previously provided that no person shall knowingly sell or transfer those materials). Extends the repeal of specified provisions from January 1, 2020 to July 1, 2030.
Reconstitutes the Joint Criminal Justice Reform Committee from the 98th General Assembly to continue to examine the impact of the current sentencing structure, ensure that the enforcement and punishment of crimes does not disproportionately or unfairly affect certain racial, ethnic, or minority groups, and develop solutions to address the issues that exist within the system.

Amends the Property Tax Code. Provides that a Division of the Code concerning the assessment of wind energy devices applies through assessment year 2021 (instead of 2016). Effective immediately.
