Amends the General Homestead Exemption provisions of the Property Tax Code. Provides that in a county with 3,000,000 or more inhabitants if the assessed valuation of property has increased by more than 20% over the previous assessed valuation of that property, an additional exemption is allowed, with the amount of the additional exemption determined by household income. Effective immediately.

Amends the Metropolitan Water Reclamation District Act. Provides an increase in the salaries of members of the District's Civil Service Board.
Amends the Liquor Control Act of 1934. Provides that, upon receipt of notice that a violation of a tax Act has been corrected, the Illinois Liquor Control Commission may vacate an Order of Revocation at any time (now the Commission may vacate the Order of Revocation).
Amends the State Treasurer Act. Removes the requirement that the State Treasurer adjust each account at least annually to ensure compliance with the requirements of the College Savings Pool. Provides that the Treasurer shall limit the contributions that may be made on behalf of a designated College Savings Pool beneficiary based on the limitations established by the Internal Revenue Service (now, based on an actuarial estimate of what is required to pay tuition, fees, and room and board for 5 undergraduate years at the highest cost eligible educational institution). Makes other changes. Effective immediately
Amends the Judges Article of the Pension Code. Allows a judge to establish credit for up to 3 years of service as a Special Assistant State's Attorney. Requires payment of employee contributions plus interest. Effective immediately.
Amends the Cook County Article of the Illinois Pension Code. Provides that a deputy sheriff or correctional officer who retires on or after July 1, 2004 with 20 or more years of service may elect to receive an alternate annuity without reduction at age 50. Provides that a person who makes such an election is ineligible for certain optional credit. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Teacher Article of the Pension Code. Provides that salary received on or after July 1, 1999 for overtime, summer school, and other optional service shall be included in the calculation of salary for pension purposes. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends various Acts relating to the governance of public universities in Illinois. Provides that if a student has paid a fine to a municipality for conduct involving alcohol that violated an ordinance and the university imposes a fine on that student for the same conduct because the conduct violated a university policy governing student conduct, then the university must credit the fine paid to the municipality against the fine imposed by the university. Provides that if a student has paid a fine to the university for conduct involving alcohol that violated a university policy governing student conduct and a municipality imposes a fine on that student for the same conduct because the conduct violated an ordinance, then the university must pay to the municipality on behalf of the student the fine imposed by the municipality or that part of the fine that equals the amount of the fine imposed by the University, whichever is less.
