Amends various Acts relating to the governance of public universities in Illinois. Provides that if a student has paid a fine to a municipality for conduct that violated an ordinance and the university imposes a fine on that student for the same conduct because the conduct violated a university policy governing student conduct, then the university must credit the fine paid to the municipality against the fine imposed by the university. Provides that if a student has paid a fine to the university for conduct that violated a university policy governing student conduct and a municipality imposes a fine on that student for the same conduct because the conduct violated an ordinance, then the university must pay to the municipality on behalf of the student the fine imposed by the municipality or that part of the fine that equals the amount of the fine imposed by the University, whichever is less.

Amends the Riverboat Gambling Act. Provides that any owners license issued on or after the effective date of this amendatory Act of the 93rd General Assembly authorizing gambling from a home dock in a municipality with a population of more than 500,000 shall be issued only to the governing board of the municipality, and no such license may be awarded to any other person or entity. Provides that if a license is issued to the governing board of a municipality, the governing board shall conduct an auction and grant the opportunity to manage the riverboat gambling operations to the highest qualified bidder. Effective immediately.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning downstate police.
Amends the Illinois Municipal Code. Prohibits a municipality from imposing fines against any person for any ordinance violations in an amount exceeding 3 times the amount originally imposed for any one of those ordinance violations. Effective immediately.
Amends the Illinois Municipal Code. Provides that a municipality with a population of 2,000,000 or more is prohibited from enforcing judgments for ordinance violations by imposing or enforcing liens or by obtaining or enforcing garnishments or wage deductions. Preempts home rule powers.
Amends the Illinois Financial Services Development Act. Provides that if a borrower's outstanding indebtedness under a revolving credit plan is subject to multiple rates of interest, payments must be applied to indebtedness subject to the highest rate of interest.
Amends the School Code. Provides for the detachment of a contiguous portion of an elementary school district from that district and its annexation to an adjoining elementary school district to which the portion is also contiguous and the detachment of a contiguous portion of a high school district from that district and its annexation to an adjoining school district to which the portion is also contiguous, upon the filing of a petition, if certain conditions are met with respect to the petition. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code. Allows a designated domestic partner to qualify as a surviving spouse for purposes of survivor and death benefits. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning downstate firefighters.
Amends the Illinois Horse Meat Act. Provides that it is unlawful for any person to (i) slaughter a horse, (ii) possess, import into or export from the State, or sell, buy, give away, hold, or accept any horse meat, or (iii) possess, import into or export from the State, or sell, buy, give away, hold, or accept any horse with the intent of slaughtering that horse if that person knows or should know that any of the horse meat will be used for human consumption. Amends the Animals Intended for Food Act and the Humane Slaughter of Livestock Act to make corresponding changes. Effective immediately.
