Amends the Property Tax Code. Changes the notice of tax sale and redemption rights and the notice of the expiration of the period of redemption from the sale, conforming the notice to the law and adding additional detail. Effective immediately.

Urges the Supreme Court of Illinois to give careful consideration to amending Illinois Supreme Court Rule 305.
Creates the Crane Operators Licensing Act. Contains only a short title provision.
Amends the Hospital Licensing Act and the Code of Civil Procedure. Provides that a hospital shall make, upon written request of a hospitalized patient, hospital records, history, bedside notes, charts, and pictures and plates concerning the patient available to the hospitalized patient or his or her designee on a daily basis. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that if a consumer paid cash for merchandise, the seller must make a cash refund to the consumer at the time the seller accepts a return of the merchandise.
Amends the Illinois Income Tax Act. In provisions requiring individual taxpayers to add distributions from qualified tuition programs other than those administered by the State of Illinois back into adjusted gross income, provides that distributions do not have to be added back if they are from qualified tuition programs that are administered by a state that has passed a law that provides an unlimited state tax deduction for moneys distributed from a qualified tuition program administered by the State of Illinois. In provisions authorizing a deduction for contributions to a College Savings Pool account under the State Treasurer Act, also allows a deduction for contributions to the Illinois Prepaid Tuition Trust Fund. Effective immediately.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning Cook County.
Amends the Property Tax Code. Provides that the penalty that must be paid to redeem property sold at a tax sale includes (i) a fee of $75 in all counties other than Cook County (now, $35 in all counties) if a petition for tax deed has been filed; (ii) a fee of $10 in all counties other than Cook County (now, $4 in all counties) if a notice of sale and redemption rights has been filed; and (iii) in all counties except Cook County, up to $75 paid for costs of title search and to identify and locate owners and interested parties to the subject real estate, but only if a copy of the results of the title search is provided upon request. Provides that the notice of expiration of the period of redemption that is required to be given by the purchaser or his or her assignee for property that is sold at a tax sale may be given, in any county except Cook County, by causing the notice to be served by a process server (now, only a sheriff may serve notice in all counties).
Amends the Horse Racing Act of 1975. Provides that if 2 or more organization licensees integrated into a single integrated organization licensee after January 1, 2000, then the integrated organization licensee shall be entitled to the same number of inter-track wagering licenses and inter-track wagering location licenses and the same recapture payments as the pre-integration organization licensees would have been able to obtain if they had not integrated. Effective immediately.
Amends the Chicago Municipal Article of the Illinois Pension Code. Provides that if a member (1) was married for at least one year at the time of termination of service, (2) subsequently became widowed, (3) was subsequently remarried, and (4) has not received a refund under Section 8-169, then that member's widow shall be entitled to a widow's annuity if the widow was married to the member for at least the last 3 years prior to the member's death. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
